Because most of the online information sources are distributed in the network dominated by Internet operators, small operators will inevitably be questioned by users about the quality of network services such as slow network speed when developing their business, which is not conducive to business development and full competition in the industry.
In the interconnection between different networks, it is necessary to formulate relevant standards and make overall plans, especially the interconnection between Internet backbone networks, to ensure the communication quality between the Internet and truly realize interconnection.
These rules and standards include not only the planning of the Internet network framework, but also the research and formulation of the industry standard of the overall communication quality of the Internet and the formulation of the corresponding supervision mechanism and punishment mechanism, so as to improve the efficiency of the overall network in the competition.
