In order to give full play to the market allocation function of trade associations, improve the price formation mechanism of engineering cost consulting services, and promote the healthy development of engineering cost consulting services in our province, in view of the demands of member units for the charging standards of engineering cost consulting services, according to the spirit of the Notice of China Construction Engineering Cost Management Association on Regulating the Charging of Engineering Cost Consulting Services (Zhong [2065438+03] No.35) and combining with the actual situation in our province, our association has compiled the charging standards of engineering cost consulting services. The relevant matters are hereby notified as follows:
1. An enterprise legally established with the Business License of Enterprise as a Legal Person issued by the administrative department for industry and commerce and the Qualification Certificate of Engineering Cost Consulting Enterprise issued by the administrative department for construction shall sign a consulting contract with the entrusting party in accordance with the Construction Engineering Cost Consulting Contract (model text) and charge the entrusting party a consulting service fee when undertaking the engineering cost consulting business.
Two, the engineering cost consulting service fee refers to the consulting service fee related to the engineering cost business within the scope of the engineering cost consulting qualification, and the cost of issuing engineering cost consulting documents and other business activities.
Three, the project cost consulting service should follow the principles of fairness, honesty and trustworthiness, voluntary compensation, and client payment (except as otherwise provided by laws and regulations).
Four, engineering cost consulting enterprises should abide by national laws, regulations and related standards, and should provide qualified services in strict accordance with the professional standards, management norms, operating procedures and quality standards of cost consulting documents.
5. During the performance of the project cost consulting contract, if the other party loses or fails to meet the requirements stipulated in the contract due to the mistakes of the entrusting party or the project cost consulting enterprise, compensation shall be made according to the corresponding provisions stipulated in the contract between the two parties.
