Scissors are not prohibited items and can be mailed.

The "Implementing Rules of the Postal Law of the People's Republic of China" stipulates:

Article 33: It is prohibited to send or include the following items in mail:?

(1) Articles prohibited from circulation or delivery by law;?

(2) Reactionary newspapers, books, propaganda materials or obscene materials;?

(3) Explosive, Dangerous items such as flammable, corrosive, radioactive, and toxic; (4) items that are harmful to public health; (5) items that are perishable; ?

(6) Various live animals; ?

(7) Various currencies; ?

(8) Items not suitable for mailing; ?

(9) Items that are improperly packaged and may endanger personal safety, contaminate or damage other mail and equipment. ?

The items in the preceding paragraph can be collected and sent if they comply with the special delivery regulations of the Ministry of Posts and Telecommunications and ensure safety. ?

The "Postal Law of the People's Republic of China" stipulates:

Article 35: No unit or individual may privately Open, conceal, or destroy other people's mail. ?

Unless otherwise provided by law, postal enterprises and their employees shall not disclose information about users' use of postal services to any unit or individual. ?

Article 36: Due to the needs of national security or the investigation of criminal crimes, the public security organs, national security organs or procuratorial organs may inspect and detain relevant mails in accordance with the law, and may require postal enterprises to provide relevant users with Postal service information. Postal enterprises and relevant units shall cooperate and keep relevant information confidential. ?

Article 38: No unit or individual may engage in the following acts: ?

(1) Disturbing the normal order of postal business premises; ?

( 2) Obstructing employees of postal enterprises from delivering mail; ?

(3) Illegal interception, forcible boarding, and riding in vehicles bearing special postal marks; ?

(4) False use The name of a postal enterprise or the special postal mark;?

(5) Forging special postal products or reselling counterfeit special postal products.
