Article 4 Special signs consisting of text and graphics containing the following content will not be registered:

( 1) Harmful to the dignity or image of the country or international organization;

(2) Harmful to good social customs and public order;

(3) With Ethnic discriminatory and detrimental to ethnic unity;

(4) Lack of distinctiveness and inconvenient identification;

(5) Other contents prohibited by laws and administrative regulations.

Article 5 The funds raised by the owner of a special sign from using or permitting others to use the special sign must be used for the social welfare undertakings served by the special sign, and shall be subject to the supervision of the financial department and the audit department of the State Council.
