Putting an R inside the circle indicates that the trademark has received a registration certificate authorized by the Trademark Office, and the trademark applicant officially enjoys exclusive rights to the trademark. The exclusive right is valid for 10 years and needs to be renewed at the Trademark Office every ten years.
