If you just want to know whether to do it in Beilun or Ningbo, I suggest you call the Commodity Inspection Bureau.

If you still want to know the process, it is basically like this:

1. You need to get a business license, import and export qualification certificate, official seal, money (I forgot whether you need to pay money) and wait to register with the Commodity Inspection Bureau (you will be given a certificate similar to a business license). Then apply for a certificate of origin/FORM A, and you need to fill in another form and get it stamped.

2. You need to purchase the Ninetowns document software. There should be an information desk for Ninetowns in the lobby of the Commodity Inspection Bureau.

3. You may need to apply for a bank card for billing (that is, you do not need to pay cash when applying, but deposit money on the card in advance, and swipe the card to deduct the money when applying). If you need to apply for a bank card, we will give it to you. A list informing the designated bank and the information to be brought.

4. An inspection certificate is required - this is required when applying for FORM A and certificate of origin, not required for registration.

Basically, you still need to call the Commodity Inspection Bureau to inquire about the required information (I can’t remember the information mentioned above clearly). These will usually be told to you and will never be left unsaid.

1. Registration/Registration

All units that apply to our bureau for issuance of a certificate of origin must register with our bureau before shipping. After review, they are confirmed to have the certificate of origin. Our office The forms and information submitted by the applicant unit will be reviewed, and personnel will be dispatched to the production enterprise to conduct a certificate of origin registration investigation according to the situation. The main contents of the investigation include the nature of the production and processing units and their ability to produce export commodities; the production and processing procedures of the products; the sources of raw materials and parts used and their proportions in the products; and the packaging, trademarks and markings of the export products. The production unit should cooperate with our investigators and be responsible for providing relevant materials required for the investigation. The materials provided must be true and valid. After investigation, our bureau will make a conclusion on whether the applicant should be registered.

For registered enterprises, our bureau will establish enterprise registration files for them. Each registered enterprise has a registration number, which should be filled in on the application form when applying for a certificate of origin for computer identification.

2. Application for certificate of origin

1. Personnel applying for certificates of origin (certificate hand-signing personnel) of each unit must be trained by the inspection and quarantine agency and pass the examination to obtain the applicant qualification certificate. Each unit shall go to our bureau to apply for the certificate of origin business with the applicant's certificate.

2. When applying for a certificate of origin, the applicant needs to submit the following documents:

(1) An application form for the certificate of origin, which must be stamped with the official seal of the applicant;

(2) Reproduction A complete set of certificates of origin, which must be signed and stamped.

The signatory should be a person who has obtained the qualification to apply for a certificate of origin;

(3) A copy of the official export commercial invoice. The invoice must be stamped and the packaging, quantity, and gross weight should be indicated. Otherwise, another additional copy is required. Attached is the packing list;

(4) For goods containing imported components, a "Cost Detailed List of Goods Containing Imported Components" is required;

(5) For subsequent certificate issuance, a bill of lading is required and reason report for subsequent issuance

(6) If necessary, contracts, letters of credit and other relevant documents must also be provided.

3. After our office accepts the application for the certificate of origin, the issuance time is one working day.
