It is obviously possible and frequent for the tenderer to require the bidder to issue the original product authorization for this project. The main purpose is to prevent bidders from shoddy and fake.

But whether it is the "only" licensee remains to be discussed. After all, if only one bidder is authorized, then less than three bidders can form effective competition. If there are less than three bidders and effective competition cannot be formed, then the tenderer must re-invite bids according to the relevant provisions of the Bidding Law.
