Article 6 of the Implementing Rules of the Trademark Law stipulates: In accordance with Article 3 of the Trademark Law, collective trademarks and certification marks approved and registered by the Trademark Office shall be protected by law. The registration and management measures for collective trademarks and certification marks shall be formulated separately by the State Administration for Industry and Commerce in conjunction with relevant departments of the State Council. On December 30, 1994, the State Administration for Industry and Commerce issued Order No. 22 on the "Registration and Management Measures for Collective Trademarks and Certification Marks" (hereinafter referred to as the "Measures"). Based on the particularity of collective trademarks and certification marks, the "Measures" not only clearly stipulates that they have the same legal effect as ordinary trademarks, but also imposes special requirements and management on the registration, use and management of collective trademarks and certification marks that are different from ordinary trademarks.
