Article 1: In order to strengthen the management of public service advertisements, standardize the behavior of public service advertisements, and promote the construction of socialist spiritual civilization, these regulations are formulated in accordance with relevant national regulations. Article 2 The term “public service advertisements” as mentioned in these regulations refers to texts and pictures that are designed, produced, and released by units or individuals for the benefit of society and the public, reflect the needs of social politics, economy, and cultural life, and are expressed in the form of advertisements. , audio and video and other productions. Article 3: These regulations apply to the management of public service advertisements within the administrative region of Dalian City. Article 4 The Dalian Municipal Administration for Industry and Commerce is the advertising supervision and management department of the Municipal People’s Government and is responsible for the supervision and management of public service advertising activities within its jurisdiction. Article 5: Encourage units, individuals, advertisers, advertising operators, advertising publishers and advertising practitioners to design and produce public service announcements. Article 6 The Municipal Administration for Industry and Commerce shall, in conjunction with relevant departments, publish guiding opinions on the design and production of public service advertisements in stages based on the needs of social education, cultural communication, and public opinion guidance. Article 7 Public service advertisements shall comply with the following provisions:

(1) The viewpoint is correct and conforms to the requirements of national laws, regulations, rules and socialist ethics;

(2) The theme is clear , embodying the interests of society and the public;

(3) Standard language and proper use of audio-visual language;

(4) Coordinated, beautiful, and rigorously produced pictures;< /p>

(5) Accurately grasp the media characteristics to facilitate information transmission. Article 8 The following behaviors are not allowed in the design and production of public service advertisements:

(1) The area of ??text and pictures indicating the company name exceeds 1/10 of the page;

(2) Display of film and television works The company name lasts for more than 5 seconds and the area exceeds 1/5 of the screen;

(3) Mark and display the company’s product name, trademark logo, and content related to the company’s products or services;

(4) Other behaviors of designing and producing commercial advertisements in disguised form. Article 9 Public service advertising works, if the author belongs to the advertising publisher, can publish them by themselves; if the author does not belong to the advertising publisher, the corresponding advertising publisher can be selected to publish them on their own merits, or the Municipal Administration for Industry and Commerce can recommend them to the advertising publisher. published by.

Advertising publishers are free of charge for publishing public service advertisements. Article 10 All kinds of advertising publishers shall publish public service advertisements in accordance with the following regulations:

(1) Each program of radio and television media shall not be less than 3% of the commercial advertising time throughout the year;

(2) Television media shall publish no less than 3% of the commercial advertising time in each program during the 19:00-21:00 time period;

(3) Newspapers and periodicals The media shall publish no less than 3% of the space for commercial advertisements every year;

(4) Large outdoor plaques, large screens, and car bodies shall not be less than 3% of the number of commercial advertisements every year;< /p>

(5) Publishers of light boxes, neon lights, printed matter, posters and other forms of advertisements shall comply with the quantity stipulated by the Municipal Administration for Industry and Commerce. Article 11 If an advertising publisher is unable to publish public service advertisements within the specified time and quantity due to special reasons, the publication may be reduced, exempted or postponed with the approval of the Municipal Administration for Industry and Commerce. Article 12 If large outdoor advertising facilities are idle, the owner (user) of the facilities shall use them for public service announcements. If all (users) are unable to publish, they may report to the Municipal Administration for Industry and Commerce, which will organize the release. Article 13 Publishers of public service advertisements shall, before the end of each month, bring the scripts, drawings, texts, audio recordings, videos and other materials of the public service advertisements published in the previous month to the Municipal Administration for Industry and Commerce (outdoor advertisements also need to submit location maps). Go through the filing and registration procedures. Article 14 The Municipal Administration for Industry and Commerce shall organize the Municipal Advertising Association and other units to regularly conduct selection activities for outstanding public service advertisements. The specific measures shall be implemented in accordance with the relevant regulations of the State Administration for Industry and Commerce. Article 15 Those who are rated as outstanding public service advertisements will be commended and rewarded by the Municipal Administration for Industry and Commerce, and their works may be displayed, published and recommended to participate in national and provincial selections. Article 16 Violations of these provisions shall be punished in accordance with the provisions of laws, regulations and rules. If there are no provisions in laws, regulations and rules, the Municipal Administration for Industry and Commerce shall punish them in accordance with the following provisions:

(1) Anyone who publishes public service announcements without authorization or in accordance with the prescribed time and quantity shall be ordered to make corrections within a time limit.

If corrections are not made within the time limit, a fine of not less than 500 yuan but not more than 2,000 yuan will be imposed;

(2) If large-scale outdoor advertising facilities that are idle are not reported to the Municipal Administration for Industry and Commerce, a fine of not less than 200 yuan but not more than 1,000 yuan will be imposed;

(3) Anyone who defrauds the registration of public service advertisements shall be fined 5,000 yuan. Article 17 If the party concerned is dissatisfied with the administrative penalty, he may apply for administrative reconsideration or initiate administrative litigation in accordance with the law. If the person fails to apply for reconsideration, prosecute or implement the penalty decision within the time limit, the authority that made the penalty decision shall apply to the People's Court for compulsory execution. Article 18 The Dalian Municipal People’s Government is responsible for the interpretation of these regulations. Article 19: These regulations shall come into effect on November 1, 2001.
