Cao Jing graduated from Nanjing University Law School with a bachelor's degree in 1995 and a master's degree in 1998. In 2006, she was admitted as a doctoral candidate at Nanjing University Law School.

In 1998, he entered the Jiangsu Trademark Office (the predecessor of the Jiangsu Ninghai Trademark Office) as a trademark agent. During this period, he went to the United States to study for one year, and later served as the director of the Jiangsu Ninghai Trademark Office until now.
