Article 1: In order to strengthen the management of social characters, maintain the unity of national characters, promote the normalization and standardization of the use of Chinese characters, and better play the role of Chinese characters in social life, in accordance with relevant national and provincial regulations , these measures are formulated based on the actual situation of our city. Article 2 All units and citizens within the administrative area of ??this city must abide by these regulations. Article 3 The social characters referred to in these Measures refer to public and symbolic Chinese characters and Chinese pinyin that are written, printed, carved, and cast. Article 4 The Qiqihar Municipal Language and Writing Working Committee Office is the department in charge of social word usage in the city. Its main responsibilities are:
(1) Organizing and implementing national and provincial laws, regulations and standards on social word usage .
(2) Formulate the city’s social word management measures and organize their implementation.
(3) Coordinate and guide the social word management work of relevant departments.
(4) Training social word management personnel.
(5) Work with relevant departments to investigate and deal with social words that violate the provisions of these Measures.
The county (city) and district language working committee offices are responsible for the management of social words within their jurisdiction. Article 5: Industry and commerce, urban management, place names, technical supervision and other departments shall separately manage the use of social words in accordance with the law.
(1) The industrial and commercial administration department is responsible for the approval and supervision of social wordings in advertisements, plaques, and registered product trademarks.
(2) Outdoor plaques, advertisements, publicity boards, windows, slogans and other social words are the responsibility of the city appearance management department.
(3) The technical supervision department is responsible for the social use of local product packaging and descriptions.
(4) The place name management department is responsible for the social use of place names.
(5) Other aspects of social use of words are the responsibility of the Municipal Language and Writing Working Committee Office. Article 6 Standards for Chinese characters used in society:
(1) Simplified characters, based on the "General List of Simplified Characters" published by the State Council in 1986.
(2) The traditional characters among the variant characters shall be based on the selected characters in the "First Batch of Variant Characters List" published by the State Council in 1955.
(3) The characters used for printing shall be based on the "Modern Chinese Common Character List" jointly promulgated by the National Language Working Committee and the State Press and Publication Administration in 1988. Article 7 Standards for Chinese Pinyin for words used in society:
(1) Letter writing shall be based on the "Chinese Pinyin Plan" announced at the Fifth Session of the First National People's Congress in 1958.
(2) Spelling and word segmentation shall be based on the "Basic Rules of Chinese Pinyin Orthography" jointly promulgated by the National Education Commission and the National Language Working Committee in 1983. Article 8 The following Chinese characters shall not be used as social characters:
(1) Traditional Chinese characters that have been simplified in the "General List of Simplified Characters" promulgated by the State Council in 1986. Except where otherwise provided by the state and province.
(2) Variants and old fonts that have been eliminated (excluding surname characters).
(3) Simplified characters in the abolished second Chinese character simplification plan (draft).
(4) Typos. Article 9 Plaques, road names, and station names that need to be marked in Chinese Pinyin should be marked under Chinese characters, and Chinese Pinyin letters must not be used alone.
Placards, noticeboards and plaques of foreign-related units that need to be written in foreign languages ??should use both foreign languages ??and Chinese characters, with Chinese characters on the top and foreign languages ??on the bottom. Chinese characters shall occupy no less than half of the card surface area. Article 10: Any violation of the provisions of these Measures shall be ordered by the industry and commerce, urban management, technical supervision, and place names departments to make corrections within one month (counting from the date of discovery) according to their administrative authority. If changes are not made within the time limit, the city appearance management department will impose a fine of 20 yuan per word per day for irregular wording on the plaque; for other irregular words, a fine of 5 to 10 yuan will be imposed depending on the severity of the case.
However, for large-scale plaques that cost more than 5,000 yuan per word in the original production, if the wording is not standardized and it is difficult to correct it, the change can be postponed with the approval of the Municipal Language and Writing Working Committee Office, but the change must be made by the user. Hang a temporary standard sign in a conspicuous position, and submit a deadline correction letter to the Municipal Language Working Committee Office and the City Appearance Management Office respectively. Article 11 The fines stipulated in these Measures shall be paid in bills uniformly printed across the province and shall be paid in full to the finance department at the same level. Article 12 If the party concerned is dissatisfied with the decision on punishment, he may apply for reconsideration to the department in charge of the department above the department that made the decision on punishment or the government at the same level within fifteen days from the date of receipt of the notice of punishment; if he is dissatisfied with the decision on reconsideration, he may File a lawsuit with the People's Court within fifteen days from the date of receipt of the reconsideration decision; the parties may also file a lawsuit directly with the People's Court. Article 13: The Qiqihar Municipal Language and Writing Working Committee Office is responsible for the interpretation of these Measures. Article 14 These Measures shall come into effect on April 20, 1996.
