1. Basic situation and results

In recent years, the relevant departments of our county have closely focused on the requirements put forward by the county party committee and the county government to "make every effort to build a new agricultural industrialization demonstration zone" , conscientiously implement a series of policies and measures issued by the Central, Provincial and Municipal Party Committees on promoting the development of agricultural industrialization, insist on using leading enterprises as an important means to develop agriculture in the direction of scale and intensification, and vigorously strengthen the construction of agricultural product bases and agricultural service organizations, Encourage and guide leading enterprises to develop into various forms of industrial management organizations such as "enterprise farmers" and "enterprise base farmers", speeding up the adjustment of the county's agricultural industry structure and effectively promoting farmers' income increase and rural economic development.

1. Leading enterprises continue to expand. In 2007, there were 45 leading enterprises at or above the municipal level in the county, 70 in 2008, and 94 in 2009, accounting for 39.3% of the city's total, including 3 at the national level, 19 at the provincial level, and 72 at the municipal level. The annual sales revenue of leading enterprises is 11.7 billion yuan, the export earnings are more than 50 million US dollars, the tax revenue is 210 million yuan, and it has driven 273,000 rural households, achieving an average household income increase of 3,000 yuan.

2. The agricultural product base has been strengthened. As the basis for the development of agricultural industrialization, agricultural product production bases are the main link between leading enterprises and farmers. In recent years, the government has invested about 10 million yuan every year to support leading enterprises in building agricultural product bases in the "Two Belts", basically forming two leading industries of grain and pigs and four characteristic industries of poultry, special aquatic products, vegetables, and flowers and seedlings. pattern. By the end of 2009, 25 large-scale planting bases with an area of ??more than 200 acres and 35 large-scale breeding bases with more than 20 sheds had been formed. 3. Agricultural service organizations develop healthily. By the end of 2009, the county had developed more than 400 farmers' professional cooperatives, including 3 provincial-level demonstration cooperatives and 7 municipal-level demonstration cooperatives, 6 pig, vegetable, aquatic products, grain and oil associations, etc., and more than 30 intermediary organizations of various types. , cultivating more than 2,000 brokers of various agricultural products.

4. Brand creation has achieved initial results. Cultivate and develop 19 provincial pollution-free agricultural product production bases, 24 national green (organic) food brands, 168 products, 42 national pollution-free agricultural products, 124 registered trademarks, including "Huiren", "Huangqin" 2 well-known trademarks and 9 famous trademarks such as "Guohong", "Changbi", "Daoxiangyuan", "Jiumutang", etc. The number of green brands and trademarks ranks first among the counties (districts) in the province.

5. “One Village, One Product” and “One Township (Town), One Product” have been basically formed. Driven by leading enterprises, our county's agricultural industrialization operations have adapted to local conditions, fully exploited the resource potential of each township (town) and village, and vigorously developed advantageous industries with regional characteristics. At present, "one village, one product" and "one township (town), one product" have been basically formed, such as vegetables from Gangshang Wanshe and egg ducks from Dongtan, vegetables from Sanjiang Village, grain from Jiangxiang, and tea and flowers from Huangma Seedlings, aquatic products from Tacheng, vegetables from Xiangtang, etc.

2. Existing difficulties and problems

After efforts in recent years, the development of leading agricultural industrialization enterprises in our county has achieved certain results, but there are still some practical difficulties and problems. , mainly manifested in:

1. The quality of some companies is not high and the industry distribution is uneven.

The overall level of the leading enterprises in our county is not high, the production scale is small, most of them are primary processing, lack the ability of fine and deep processing, the product grade and added value are not high, and the market competition and driving ability are weak. For example, most vegetables are grown using traditional methods, while fewer are planted using new technologies such as Tacheng Qinglan soilless cultivation and Wuyang Xinheyuan Vegetable Base biophysical insecticide. Moreover, the industry distribution of enterprises is unbalanced, and most of them are concentrated in the fields of grain processing, pig breeding, and poultry and egg processing, which is not conducive to the overall development of agricultural industrialization in our county.

2. Enterprise financing channels are not smooth, and capital bottlenecks restrict development. Most of the leading enterprises in our county are in the stage of development and expansion, and have a large gap in capital demand. However, most of the land used by enterprises is leased land or agricultural land, which does not have guarantee and mortgage functions. It is difficult for enterprises to obtain financing, which restricts the further development and growth of enterprises.

3. It is not easy for enterprises to transfer land, and the space for scale expansion is narrow. The traditional self-sufficient planting and breeding model has led to low enthusiasm among farmers to transfer land. Moreover, now restricted by the country’s 30-year land contract period policy, companies cannot rent land for a long time, which has affected the enthusiasm of companies to invest to a certain extent and restricted the scale of production. Expansion makes it difficult to leverage the economies of scale of the enterprise.

4. The marketing channels are not wide and the sales channels are unstable. Agricultural production is easily affected by natural factors such as weather and climate, and the risks of the agricultural market economy are relatively high. However, small and medium-sized enterprises have insufficient marketing capabilities and weak ability to avoid risks. They urgently need to enhance their ability to prevent and withstand market risks.

5. Infrastructure construction is not perfect yet, which affects the stable development of modern agriculture. Affected by capital investment, the county's agricultural production infrastructure lags behind the requirements of modern agricultural development, mainly including weak farmland water conservancy facilities, underdeveloped road transportation, power lines that cannot fully meet production needs, and insufficient disaster prevention and resilience capabilities.

6. Non-point source pollution is not optimistic, and the ecological environment situation in agriculture and rural areas is relatively severe. Large-scale livestock and poultry breeding produces large amounts of feces and wastewater, which are discharged directly without harmless treatment, easily causing air and groundwater pollution, and directly affecting the nearby human settlements. For example, pig breeding in Tubu Village, Bayi Township has led to environmental deterioration, and even the phenomenon of "pigs driving people away"; the eggshells after hatching in the Gangshang Town hatchery are directly discarded and the laying ducks are released, which will also cause damage to surface water and groundwater. 3. Opinions and Suggestions

1. Further strengthen scientific and technological support. Increase scientific and technological investment in leading enterprises, select a group of key leading enterprises with strong radiating ability and obvious effect in increasing farmers' income, and provide key support to enhance the independent innovation capabilities of enterprises, promote the in-depth processing, development and comprehensive utilization of agricultural products, and extend the industrial chain , gradually realize the development of agricultural products towards refined and deep processing, continuously increase the added value of agricultural products, and comprehensively enhance the enterprise's own development level and competitiveness.

2. Further broaden financing channels. Actively change ideas, innovate mechanisms, adhere to market-oriented operations, adopt multiple channels and multiple forms of financing, focus on exploring private capital, and at the same time increase support for medium- and long-term loans for leading enterprises in fixed assets and technological transformation, so as to provide strong support for enterprise development. Strong financial support and guarantee.

3. Further encourage land transfer. When transferring land, according to the actual situation, in addition to the land transfer fees that enterprises should pay to farmers, it is recommended that the government allocate certain financial funds to subsidize farmers. This can not only increase farmers' income, but also increase farmers' enthusiasm for transferring land. We strongly encourage Transfer land in large areas.

4. Further cultivate agricultural product brokers. Increase professional training in knowledge and skills to build an agricultural product marketing team with strong business capabilities and high quality. Actively build a circulation platform for agricultural products, open up market sales channels, provide high-quality services to brokers, strive to create a good development atmosphere, promote the healthy and orderly development of the agricultural product market, and effectively improve the organization level of agriculture.

5. Further strengthen policy and financial support.

Agricultural industrialization funds can increase year by year with the growth of financial resources, establish a stable growth mechanism, accelerate the improvement of production conditions and infrastructure construction such as base farmland, water conservancy, and power lines, and vigorously promote the development of modern agriculture. In terms of attracting investment for agricultural enterprises, we must carefully examine the situation to avoid exploiting loopholes in national policies and support local enterprises as much as possible.

6. Further increase efforts in environmental improvement. In the process of promoting leading enterprises in agricultural industrialization, we must achieve overall planning, rational layout, focus on ecological benefits and environmental protection, and promote a virtuous cycle of ecological breeding. Regarding the pollution of the surrounding environment and groundwater caused by large-scale pig breeding in some places, it is necessary to strengthen management and vigorously promote the biogas power generation and sewage recycling and sedimentation discharge of Weirui Vegetable Breeding Co., Ltd. According to the main work arrangements of the County People’s Congress Standing Committee in 2017, in order to further understand the development of agricultural industrialization in our county and promote the level of agricultural industrialization management, the County People’s Congress Standing Committee established a survey The team went to various towns and relevant departments to conduct on-the-spot investigations. The investigation situation is now reported as follows:

1. Basic situation

The agricultural industrialization management organizations in Lingyun County mainly include leading enterprises, farmers' professional cooperatives, family farms, "one township, one industry". , "One Village One Product" and large planting and breeding households, etc. As of August 2017, there were 15 key leading enterprises in agricultural industrialization in the county, including 1 key leading enterprise in agricultural industrialization at the national level, namely Langfu Tea Company; and 1 key leading enterprise in agricultural industrialization at the district level, namely Hong. Xin Tea Company; there are 13 municipal-level leading enterprises in agricultural industrialization, including 6 tea companies, 1 silk reeling company, 2 Chinese herbal medicine companies, 2 wood processing companies, and 2 Camellia oleifera processing companies. There are 181 farmers' professional cooperatives. Among them, there are 98 companies in the planting category (22 tea companies, 20 Chinese herbal medicine companies, 28 fruit and vegetable companies, 9 silkworm companies, 2 tobacco companies, 6 camellia oleifera companies, and 9 other companies); 60 companies in the breeding industry (8 cattle raising companies, 22 pig raising companies) There are 5 sheep-raising companies, 19 chicken-raising companies, 4 fish-raising companies, and 2 other breeding companies); 3 agricultural machinery service companies; and 20 other companies. There are 13 family farms. Among them, there are 3 in Sicheng Town, 2 in Xiajia Town, 1 in Luolou Town, 4 in Jiayou Town, and 3 in Yuhong Township. There is one township, one township, one industry, namely Jiayou Town, which won the title of "one township, one industry" (tea) at the municipal level. The total fixed assets of the county's agricultural industrialization management organizations are 478.2206 million yuan, and the total operating income is estimated to be 641.6031 million yuan, supporting more than 12,000 farmers.

2. Development of agricultural industry

(1) Tea industry. The county currently has an area of ??112,000 acres of tea gardens, including 61,000 acres of pollution-free tea gardens, 17,260 acres of organic tea gardens, and 4,200 acres of organic tea gardens. There are 99 tea processing companies. Tea is a big industry in our county that provides food and clothing for thousands of households. There are 11,300 households and more than 50,000 people in the 8 townships (towns) in the county involved in growing, making and selling tea. The tea industry is very important to promoting a well-off society in our county. Made a significant contribution to construction. According to statistics, from January to August 2017, the county's dry tea output reached 4,066 tons, an increase of 4.3% over the same period last year; the output value was 260.06 million yuan, an increase of 8.9% over the same period last year; the per capita income of tea farmers was 5,157 yuan, and the average income of tea farmers was 23,096 yuan. An increase of 8.9 compared with the same period last year.

(2) Silkworm industry. The total area of ??mulberry gardens in the county is 62,000 acres, of which 45,000 acres are actually in production and 10,000 acres of newly planted mulberry gardens in 2017.

From January to August, the county has distributed 63,956 pieces of silkworm seeds and sold 46,048.71 quintals of fresh cocoons, a year-on-year increase of 32.62; the output value was 94.3998 million yuan (average price 2,050 yuan/quintal), a year-on-year increase of 39.97; it covered 5,109 households with 22,991 people, an average of 22,991 people per household. (3) Camellia oleifera industry. The total area of ??camellia oleifera in our county is 257,000 acres (including 19,000 acres in the pre-production period, 6,000 acres in the initial production period, 205,000 acres in the peak production period, 13,000 acres in the decline period, and 14,000 acres of newly planted forest land), accounting for approximately 14,000 acres of the city's total camellia oleifera area. of 36.7, ranking second in the city. In 2017, 2,000 acres of newly planted camellia oleifera and 10,000 acres of low-yield camellia oleifera were renovated, benefiting 650 households with 2,730 people, and each oil farmer's income increased by 12,000 yuan.

(4) Flue-cured tobacco industry. The flue-cured tobacco production in our county adheres to the guidance of the Scientific Outlook on Development, with the goal of increasing the income of tobacco farmers and financial growth, and adopts comprehensive measures such as government guidance, mass voluntariness, policy promotion, science and technology drive, financial support, and comprehensive improvement to do a solid job in the county. This year, the county has completed a flue-cured tobacco planting area of ??5,980 acres, accounting for 92 of the county's planned task of 6,500 acres, and accounting for 115 of the city's planned task of 5,200 acres, including 5,346 acres of field tobacco and 634 acres of field tobacco. It is currently in the stage of purchasing tobacco leaves. (5) Breeding industry. First, the work of planting grass and raising livestock has accelerated. While stabilizing the development of pig production, we continue to promote the development of large-scale herbivore animal breeding in the county. This year, 1,100 acres of new pasture have been planted, 17 new large-scale breeding farms (communities) with more than 50 beef cattle annually, and 646 supporting beef cattle have been raised; There are 8 new large-scale breeding farms (communities) with an annual output of more than 500 mutton sheep, supporting the breeding of 3,770 goats; the scale of rabbit breeding continues to expand, and currently there are 11,300 supporting breeding rabbits. There are 32 large-scale dolphin breeding households in the county raising 113,200 animals, and the current population is 96,000. Lingyun black-bone chicken scale breeding demonstration households of 30 households have raised 13,000 chickens and are applying for "Lingyun black-bone chicken geographical indication product protection". Fourth, pig production has developed steadily. Actively guide the large-scale pig breeding. There are 13 large-scale pig breeding farms in the county with more than 100 pigs, and 86,100 pigs were sold in the first half of the year.

(6) Fruit industry. Focusing on projects such as beef heart plum, dragon fruit, and mango, our county is market-led to promote the upgrading of the fruit industry. At present, our county has a fruit area of ??49,000 acres, including 15,000 acres of beef heart plums, 13,000 acres of citrus, 7,000 acres of mangoes, 7,000 acres of peach fruits, and 7,000 acres of other fruits. The fruit-bearing area is 29,000 acres, and more than 3,600 households and 6,600 people in the county participate in fruit cultivation. In 2015, the total fruit output was more than 8,500 tons, with an output value of 82.5 million yuan. The average income of fruit farmers was 9,600 yuan, and the per capita income was 2,200 yuan.

In 2017, the fruit planting area was 3,175 acres, including 1,300 acres of mangoes, 180 acres of citrus, 45 acres of grapes, 900 acres of plums, 200 acres of passion fruit, 100 acres of jujubes, 150 acres of loquats, and 200 acres of kiwi fruit; new Introduced and planted 30 acres of pearl plums, 20 acres of red honey pomelo, and 50 acres of trial planting of tangerines.

(7) Chinese herbal medicine. At present, the total area of ??Chinese herbal medicine cultivation in our county has reached 12,400 acres. Among them, there are 2,080 acres of Panax notoginseng, 2,000 acres of Pueraria lobata, 2,000 acres of Trichophylla trifoliata, 2,360 acres of Clover, 1,000 acres of Isatis root, and 3,560 acres of other Chinese medicinal materials. In 2017, there were 7,300 acres of new farmland and 250 acres of Niu Dali.

3. Work progress

(1) Expand the scale of the industry. In accordance with the requirements of "scale, standardization, and branding", we will focus on the construction of advantageous industrial bases, continuously expand the industrial scale, and promote the development of advantageous industries such as high-quality grains, fruits, flue-cured tobacco, tea, and Chinese medicinal materials, with a total scale of 450,000 acres. Among them: 211,000 acres of grain planting, 70,300 acres of fruit, 5,600 acres of flue-cured tobacco, 112,000 acres of tea gardens, 52,000 acres of mulberry gardens, and 3,000 acres of others. By increasing guidance, support, and services, the county has cultivated and developed a number of agricultural industrialization economic organizations with strong comprehensive economic strength and strong driving capabilities.

(2) Increase the scale and strength of leading enterprises and enhance their radiation and driving capabilities. By strengthening government-bank-enterprise cooperation, increasing credit capital investment, and strengthening industry-university-research cooperation, we will continue to improve the strength of leading enterprises and enhance their radiation and driving capabilities. On the basis of the original 15 leading enterprises in 2017, in the first half of this year, two more enterprises in our county, Lingchun Tea Company and Lvgui Tea Company, applied for municipal leading enterprises and are waiting for approval from superiors. At present, the 15 leading agricultural industrialization enterprises have fixed assets of 478 million yuan and an estimated sales revenue of 641 million yuan. They directly benefit 3,000 farmers and radiate to 5,000 surrounding farmers.

(3) Accelerate the development of farmers’ professional cooperatives. In recent years, our county has attached great importance to the development and construction of cooperatives. By the end of 2013, there were only 52 cooperatives in the county. After 2014, cooperatives entered a stage of rapid development, with 34 registered in 2014, 42 registered in 2015, and 2017. 53 companies registered from January to August. As of August 2017, there were 181 farmer cooperatives in the county, with a registered capital of 200 million yuan and 2,550 members. In the first half of this year, our county recommended four farmers' professional cooperatives to the autonomous region as autonomous region-level model cooperatives. Currently, the autonomous region's agricultural industrialization leading group has announced that if there is no objection, a district-level model cooperative will be formed. Currently, our county is reviewing the "Lingyun County Farmer Professional Cooperative Demonstration Cooperative Assessment Methods" and plans to reward qualified cooperatives and model cooperatives through the evaluation, thereby stimulating more cooperatives to play their role.

(4) Vigorously build “one township, one industry” professional towns and “one village, one product” professional villages. In 2014, the County Party Committee and the County People's Government issued the "Lingyun County One Township, One Industry" and "One Village, One Product" Industrial Development Plan (2013-2020) with Lingbanfa No. 201476. Lingyun County's "One Township, One Industry", "One village, one product" has achieved rapid development. Based on local resource endowments, the county has given full play to its regional advantages, integrated various new rural construction funds, various poverty alleviation funds, various agricultural-related funds and project funds, and increased investment in development? "One Village, One Product" has gradually formed a new diversified investment mechanism with farmers' input as the mainstay, government support as the supplement, and industrial and commercial capital, private capital, and credit funds actively participating, and actively cultivating leading industries and leading products by strengthening leaders, promoting cooperation, and developing bases. In the first half of this year, we recommended Bailong Village as a national-level "one village, one product" tea specialty village. The Ministry of Agriculture has officially announced that Bailong Village in Jiayou Town, our county, has been awarded the title of the sixth batch of national "One Village, One Product" Tea Professional Demonstration Village. (5) Vigorously cultivate and develop family farms, large planting and breeding households, and new professional farmers. In terms of family farms, Lingyun County started relatively late. The year before last, there were only 2 family farms in the county, and last year there were 8 new ones. From January to August this year, the development of family farms was slow, with only 2 registered and opened, and the total number of family farms in the county was only 13. At the same time, our county is vigorously cultivating large planting and breeding households, increasing technical training, and striving to cultivate a group of new professional farmers who can adapt to the countryside in the new era.

(6) Accelerate the construction of core demonstration areas for modern agriculture. Last year, Lingyun County relied on the tea industry to successfully create a district-level modern agriculture core demonstration area, becoming the second district-level modern agriculture core demonstration area in Baise City. At present, our county is building another county-level modern agriculture core demonstration area and a township-level modern agriculture core demonstration area relying on the silkworm industry and fruit industry. Relevant work is in progress.

(7) Develop e-commerce and strive to expand market channels for agricultural products organized by agricultural industrialization operations. Last year, e-commerce officially started in Lingyun. This year, the county party committee and county government attach great importance to e-commerce work. The county party committee secretary and county magistrate respectively serve as the main leaders of the e-commerce leading group to vigorously promote the development of Lingyun e-commerce. So far, the county has organized personnel training for various agricultural industrialization organizations in 3 phases, with 120 people/time. At present, 25 agricultural industrialization management organizations have opened online stores and achieved initial results.

IV. Existing difficulties and problems

First, the number of leading enterprises is small and their ability to drive farmers is weak; second, the scale of leading enterprises is small. In 2015, 15 leading companies paid a tax of 15.6944 million yuan, with an average tax of 1.2072 million yuan per company. Third, enterprises have limited ability to develop markets. For example, two companies that process Camellia oleifera have fallen below the standards of municipal leading companies, and the county people's government has reported to the city that they plan to delist them. Fourth, the companies have insufficient in-depth processing and the industrial chain is short. Fifth, the interest linkage mechanism is imperfect. There is no unified interest chain in all aspects of production, processing, and sales; sixth, cooperatives are not strong in self-management, self-service, and self-development capabilities; seventh, farmers' scientific and cultural quality and production and operation capabilities are low; eighth, the construction of the agricultural product market system lags behind; Ninth, scientific and technological support is weak; tenth, the level of agricultural mechanization is not high.

5. Suggestions on promoting agricultural industrialization

(4) Accelerate the promotion of brand strategy, vigorously promote successful examples of trademark enrichment and brand development, and comprehensively enhance the awareness of agricultural product brand creation, and guide enterprises and cooperatives to strive for innovation around traditional famous agricultural products.
