Chapter 1 General Provisions Article 1 In order to promote the cause of national unity and progress, consolidate and develop socialist ethnic relations of equality, unity, mutual assistance and harmony, and promote the unity and struggle of all ethnic groups, promote common prosperity and development, and ensure the healthy development of national unity. These regulations are formulated in accordance with the Constitution, the Regional Ethnic Autonomy Law and relevant laws and regulations, and in conjunction with the actual situation of this city. Article 2 These regulations shall apply to state agencies, social groups, enterprises and institutions, urban and rural grassroots organizations and other organizations and citizens within this administrative region when they carry out ethnic unity and progress work. Article 3 To carry out the cause of national unity and progress, we must adhere to the leadership of the Communist Party of China, adhere to the path of socialism with Chinese characteristics, adhere to the equality of all ethnic groups, adhere to the "three inseparable" principles, and abide by the relevant laws and regulations of the country and the autonomous region, Maintain the unity of the motherland, national unity, and social harmony. Article 4: Carrying out the cause of national unity and progress is the right and obligation of all state agencies, social groups, enterprises and institutions, urban and rural grassroots organizations and other organizations and citizens in this administrative region. Article 5: Set September every year as the National Unity and Progress Month of this city and September 17 as the National Unity and Progress Day.
City, county (district) people's governments should organize and carry out activities for National Unity and Progress Month and National Unity and Progress Day. Article 6 The municipal and county (district) people's governments shall strengthen the organizational leadership of the work on ethnic unity and progress, incorporate the cause of ethnic unity and progress into the national economic and social development plan, and incorporate the required funds into the fiscal budget. Article 7 The administrative department for ethnic affairs of the Municipal People's Government is the department in charge of ethnic unity and progress.
Other departments perform national unity work according to their respective responsibilities. Article 8: The people's governments at or above the county level shall commend and reward units and individuals who have made outstanding contributions to the cause of national unity and progress every year. Chapter 2 Basic Rights Article 9 All ethnic groups shall equally participate in the management of national political, economic, cultural and social affairs in accordance with the provisions of the law. Article 10 All ethnic groups have the freedom to learn, use and develop their own spoken and written languages; they all have the freedom to maintain or reform their own customs and habits; they all have the freedom to learn the spoken and written languages ??of other ethnic groups; and they all have the freedom to participate in their own traditional festival activities and Freedom to participate in traditional festival activities of all ethnic groups. Article 11: All ethnic groups have the right to equal economic life, the right to equally participate in market competition, and the equal right to enjoy the fruits of economic and social development. Article 12: All ethnic groups have the right to maintain, inherit and develop their own culture. Article 13: All ethnic groups have equal rights to public services and social security provided by the government, and to receive national education. Article 14: Freedom of marriage among all ethnic groups. No one may use religion, ethnic customs, ethnic discrimination or other factors to interfere with the freedom of marriage among all ethnic groups. Chapter 3 Basic Obligations Article 15 All ethnic groups have the obligation to safeguard national unity, ethnic unity and social harmony. Article 16 All ethnic groups should respect each other’s spoken and written languages, traditional festivals, customs, living habits and religious beliefs, and jointly build socialist ethnic relations of equality, unity, mutual assistance and harmony. Article 17: No one may make or spread remarks that hurt national sentiments, undermine national unity, or endanger the reunification of the motherland. Article 18: No one may provoke ethnic conflicts or hatred on the grounds of being of the same ethnic group, or engage in activities under the banner of ethnicity that disrupt social order, harm citizens' physical and mental health, affect normal life order, hinder the national education system, or interfere with administrative justice. Article 19: No organization or individual may set ethnic discrimination boundaries for the economic and cultural markets, and shall not undermine the right of a certain ethnic group to equal access to the economic and cultural markets because of their ethnic identity. Article 20 It is prohibited to include content that damages national dignity and hurts national sentiments in books, newspapers, audio-visual products, film and television networks and other cultural carriers, as well as regional names, company names, brand trademarks, advertising information and other activities.
It is prohibited to play, perform, recite, sing or other programs in cultural and entertainment venues and other public places that contain content that hurts ethnic sentiments, undermines ethnic unity, infringes on ethnic customs and habits, and incites ethnic discrimination and ethnic hatred. .
Article 21: All ethnic groups should respect, love and promote the Chinese culture, consciously practice the socialist core value system, build the most spiritual homeland for the Chinese nation, resist the cultural infiltration of overseas separatist forces, and maintain national cultural security. Article 22: No organization or individual may hinder or restrict a certain ethnic group's equal enjoyment of public services and social security provided by the government on the basis of ethnic identity, nor may it harm the right of a certain ethnic group to receive equal access to national education on the basis of ethnic identity. Article 23: Hotels, restaurants, stations and other public activity venues in this city shall not refuse to provide services based on ethnic identity. Chapter 4 Service and Management Article 24 The municipal and county (district) people's governments shall make overall plans for the cause of ethnic unity and progress, clarify responsibilities, implement tasks, and strengthen supervision and inspection. Article 25 Municipal and county (district) people’s governments shall provide the following services for the cause of ethnic unity and progress:
(1) Promptly publicize the ethnic policies of the party and the state;
( 2) Compile and distribute publicity and education materials on the cause of national unity and progress;
(3) Research and formulate economic and social development plans for national unity and progress;
(4) Establish a system for national unity and progress Relevant signs of progress;
(5) Mediate and resolve ethnic conflicts and disputes.
