Chapter 1 General Provisions Article 1 is to implement the spirit of the "Guiding Opinions of the Ministry of Agriculture on Promoting the Development of Family Farms" (Nongjingfa [2014] No. 1) and standardize the creation and management of demonstration family farms. These measures are formulated to give full play to the role of family farms in the development of modern agriculture and in light of the actual conditions of our province. Article 2 Family farms refer to farmers’ families as the basic operating unit, family members as the main labor force, and agricultural income as the main source of family income. They use family contracted land or transferred land to engage in large-scale, intensive, and commercialized agricultural production and operations. New agricultural business entities. Article 3 Family farms as mentioned in these Measures refer to new agricultural business entities that are based on family operations, meet the standards of clear entities, appropriate scale, standardized management, production standards, and obvious benefits, and have been registered with the industry and commerce. Article 4 The identification of provincial model family farms adheres to the principles of “voluntary declaration, level-by-level review, fairness and openness, and merit-based identification.” The identification work is carried out every two years and dynamic supervision is implemented. Article 5 These measures apply to the establishment, declaration and dynamic management of provincial model family farms. The Provincial Department of Agriculture is responsible for the identification and management of provincial model family farms. Chapter 2 Application Conditions Article 6 Provincial-level model family farms shall, in principle, be generated from provincial-level city-level and directly-administered county-level model family farms. The industrial and commercial registration period shall be no less than 1 year, and they shall have been engaged in professional production for more than 2 years, and shall have the following qualifications: The following conditions: (1) The subject is clear. Family farms registered with the industrial and commercial department are led and established by college students with local rural household registration or who have returned to their hometowns to start their own businesses in the agricultural field. The main employees are family members and there are no less than 2 people. The relevant production management systems are complete and implemented. Financial accounting management. Net agricultural income accounts for more than 80% of total family farm income. (2) Moderate scale. The scale of business operations is commensurate with the labor capacity of family members. The transfer period of the operating land shall not be less than 5 years, and a standardized transfer contract shall be signed. During the transfer period, the land area for grain and oil production shall not be subcontracted to a concentration of more than 200 acres, and the facility vegetables (including fruits and melons, the same below) shall not exceed 50 acres. The livestock and poultry breeding standards for family farms that combine planting and breeding of vegetables in open fields with an area of ??more than 100 acres are: 500-5,000 pigs are slaughtered in a year, 50-300 cows are kept in stock all year round, 200-500 cows are slaughtered in a year, and 500-500 sheep are slaughtered in a year. There are 3,000 laying hens, 10,000-50,000 laying hens are kept all year round, and 50,000-100,000 broiler chickens are produced annually. For other types of family planting and breeding, the application shall follow the scale operation standards recognized by the local county-level agricultural department. (3) Management regulations. There is a fixed operation and management site, a standardized management system, clear management responsibilities and implementation. Various management systems are comprehensive, production log files are established, agricultural inputs are strictly used in accordance with various farm systems and production standards, and there are standardized production (primary processing), sales records and accounting systems, which can truly reflect the production and operation status of the farm. (4) Production standards. The production facilities and equipment should match the production scale, have a high level of mechanization or receive high social services. Standardized production is implemented, production records are complete, products use or registered brands, quality is traceable and comply with national industrial policies and prohibited behavior regulations, and production and operation activities are conducted with integrity and law-abiding. Family farms engaged in livestock and poultry breeding must obtain the "Animal Epidemic Prevention Conditions Certificate" and livestock and poultry breeding registration. Those with independent brands and registered trademarks will be given priority for recommendation and application. (5) The benefits are obvious. The land output rate and economic benefits have been significantly improved. The annual per capita net income of family members is more than 20% higher than the per capita net income of farmers in the county (city, district), which has a demonstration effect on surrounding farmers. Article 7 To apply for a provincial model family farm, you must provide the following materials: 1. Provincial model family farm application form 2. Copy of business license 2021 Henan Family Farm Application Conditions 1. Family farms can decide independently whether to apply to the provincial model family farm based on their own conditions and development needs. The industrial and commercial administration authorities apply for market entity qualification registration. Family farms with the words "partnership" or "company" in their names must be registered. 2. Family farms applying for registration should have a certain scale of land operation. 3. Family farms can register their residence as a place certified by the local village committee that they have legal right to use. 4. The business scope of family farms is mainly based on the cultivation of grains, vegetables, fruits, horticultural crops or other crops, and aquaculture. They can combine planting and breeding or concurrently operate corresponding farm leisure and sightseeing services.

2021 Henan Family Farm Application Conditions The identification criteria for family farms include: family members are the main labor force, the land lease period is long, the scale of land operation is moderate, the operator has relevant qualification experience, and agricultural machinery and equipment have reached a certain level, etc. Family farms should meet the following conditions: (1) Family farm operators should have rural household registration (that is, non-urban residents). (2) Family members are the main labor force. That is: there are no year-round employees or the number of year-round employees does not exceed the number of family farming personnel. (3) Mainly agricultural income. That is: net agricultural income accounts for more than 80% of the total income of family farms. (4) The business scale reaches a certain standard and is relatively stable. That is: those engaged in food crops, the land operation area with a lease or contract period of more than 5 years reaches 50 acres (in areas with two crops a year) or 100 acres (in areas with one crop a year) engaged in cash crops, breeding, or Those that combine planting and breeding should meet the scale standards determined by the local agricultural department at or above the county level. (5) Family farm operators should receive agricultural skills training. (6) Family farm operating activities have relatively complete financial revenue and expenditure records. (7) Serve as a demonstration and driving force for other farmers to carry out agricultural production. At present, the country and its provinces have not issued relevant registration regulations for family farms. The industrial and commercial departments only register family farms as self-employed.
