Legal analysis: the purchase of toluene is still related to precursor chemicals. With the supplier's registration certificate (from the Safety Supervision Bureau) and the hazardous chemicals business license (from the production enterprise), it is filed with the local public security bureau, and the supplier sells according to the registration certificate.

Legal basis: Article 67 of the Regulations on the Safety Management of Hazardous Chemicals, hazardous chemicals production enterprises and import enterprises shall register hazardous chemicals with the agency responsible for the registration of hazardous chemicals of the safety production supervision and administration department of the State Council (hereinafter referred to as the hazardous chemicals registration agency).

The registration of hazardous chemicals includes the following contents:

(1) classification and label information;

(2) Physical and chemical properties;

(3) the main purpose;

(4) Hazard characteristics;

(5) Safety requirements for storage, use and transportation;

(6) Emergency measures in case of danger.

The same variety of hazardous chemicals produced and imported by the same enterprise shall not be registered repeatedly. Enterprises that produce or import hazardous chemicals find that the hazardous chemicals they produce or import have new hazardous characteristics, and shall promptly go through the formalities for changing the registration contents with the hazardous chemicals registration authority.

The specific measures for the registration of hazardous chemicals shall be formulated by the safety production supervision and administration department of the State Council.
