Article 2: Corporate legal persons engaged in retail, accommodation and catering, and resident services (see Appendix 1 for specific industry classifications) develop single-purpose commercial prepaid cards within the territory of the People’s Republic of China These measures apply to business.

The term “single-purpose commercial prepaid card” (hereinafter referred to as “single-purpose card”) as mentioned in these Measures refers to the card issued by the enterprise specified in the preceding paragraph and is limited to the enterprise or the group to which the enterprise belongs or the same brand franchise system. Prepaid vouchers for payment of goods or services include physical cards using magnetic stripe cards, chip cards, paper coupons, etc. as carriers, and virtual cards using passwords, string codes, graphics, biometric information, etc. as carriers.

Article 3: Group card issuing enterprise refers to the group parent company that issues single-purpose cards for use within the group. A group refers to a consortium of corporate entities that is absolutely controlled by the same corporate entity.

A brand card issuing company refers to a company that issues single-purpose cards for use within the same brand franchise system and owns the corporate logo or registered trademark of the brand, or is authorized to have the exclusive right to use the corporate logo or registered trademark. corporate enterprise. The same brand franchise system refers to a consortium of corporate entities that use the same corporate logo or registered trademark.

Card-selling enterprises refer to those within the group or the same brand franchise system designated by group card issuers or brand card issuers to undertake single-purpose card sales, recharges, loss reports, card replacements, card refunds and other related businesses. enterprise.

Article 4: Large-scale card issuers refer to enterprises that meet certain conditions other than group card issuers and brand card issuers. The Ministry of Commerce may adjust the standards for large-scale card issuers according to specific circumstances and publish them in the form of an announcement. .

Article 5: The Ministry of Commerce is responsible for the management of the national single-purpose card industry. The commerce departments of local people's governments at or above the county level are responsible for the supervision and management of single-purpose cards within their respective administrative regions.

Article 6: The single-purpose card industry organization shall provide information consultation, publicity and training and other services to its members in accordance with the charter, and play the role of industry self-discipline.

9. Explanation of group equity relations.

10. Proof of ownership or exclusive use right of corporate logo, registered trademark.
