Article 4 The small and medium-sized enterprise administrative departments of the people's governments at or above the county level are responsible for implementing laws and regulations related to promoting the development of small and medium-sized enterprises, organizing the implementation of small and medium-sized enterprise policies and plans, and providing comprehensive coordination, guidance and services for the development of small and medium-sized enterprises within their respective administrative regions. .

Relevant departments provide guidance and services to small and medium-sized enterprises within their respective scope of responsibilities. Article 5: Small and medium-sized enterprises enjoy various rights stipulated in laws and regulations, and no unit or individual may infringe upon the legitimate rights and interests of small and medium-sized enterprises.

Small and medium-sized enterprises should operate in accordance with the law, be honest and trustworthy, and must not harm national interests, social welfare interests and the legitimate rights and interests of employees. Technological innovation funds for small and medium-sized scientific and technological enterprises and international market development funds for small and medium-sized enterprises shall be used in accordance with the prescribed purposes to support technological innovation of small and medium-sized scientific and technological enterprises and the development of international markets for small and medium-sized enterprises; science and technology funds shall focus on supporting small and medium-sized enterprises. Special funds for agricultural industrialization should support small and medium-sized enterprises in the processing and circulation of agricultural products that comply with national industrial policies. Article 10 Various financial institutions shall provide financial support to small and medium-sized enterprises, expand the total amount of credit to small and medium-sized enterprises, increase the proportion of loans to small and medium-sized enterprises, simplify the loan process for small and medium-sized enterprises, create financial products suitable for small and medium-sized enterprises, and provide small and medium-sized enterprises with financial products. Support small and medium-sized enterprises to carry out equity financing, project financing, bond financing, and lease financing, and support qualified small and medium-sized enterprises to directly raise funds through domestic and overseas listings and other legal methods.

Encourage the pawn industry and financial leasing industry to provide financing services to small and medium-sized enterprises. Article 12 The people's governments at or above the county level and their administrative departments for small and medium-sized enterprises shall promote and organize the establishment of a credit guarantee system for small and medium-sized enterprises and strengthen guidance and services for credit guarantee institutions.

Article 13: Encourage qualified small and medium-sized enterprises to establish guarantee institutions and carry out guarantee business, and carry out various forms of mutual financing guarantees in accordance with the law and voluntarily.

Individuals and social organizations can invest in the establishment of mutual financing guarantee institutions and commercial guarantee institutions for small and medium-sized enterprises to provide financing guarantee and other services to small and medium-sized enterprises. Foreign investors' capital injection or establishment of small and medium-sized enterprise financing guarantee institutions shall be handled in accordance with the provisions of laws and administrative regulations.

The income from guarantee business of small and medium-sized enterprise credit guarantee and re-guarantee institutions that are not primarily for profit shall enjoy preferential tax policies in accordance with relevant national and provincial regulations. Article 14 People's governments at or above the county level shall allocate a certain proportion of special funds to support the development of small and medium-sized enterprises to support risk compensation, guarantee fee subsidies and performance rewards for small and medium-sized enterprise credit guarantee institutions.
