Can the substantive examination of trademarks last more than 9 months?

Is it still possible that the substantive examination of trademarks will last more than 9 months at present?

It has been nearly 9 months since the acceptance of a trademark I applied for, or I am still waiting for the substantive examination. I consulted the agency that most of the trademarks have finished the substantive examination one or two months in advance. At present, it is reported that the substantive examination will be accelerated to six months. Is there still a risk that individual cases will exceed nine months and be missed by examiners?
