1, which does not have the proper performance of the product, without prior explanation;
2, does not meet the requirements of the product standard;
3, does not meet the product description, physical samples and other ways to show the quality status;
4, the product by the administrative department of technical supervision and other statutory departments inspection unqualified;
5. The product can't be used normally after being repaired twice.
The Seller shall perform the following obligations:
1. If three guarantees are not guaranteed, the products listed in the catalogue shall not be sold;
2. Maintain the quality of products sold;
3, the implementation of incoming inspection and acceptance system, does not meet the statutory appraisal requirements, are not allowed to sell;
4. When the products are sold, they shall be unpacked for inspection, correctly debugged, introduced with maintenance items, three-guarantee methods and repair units, and provided with valid invoices and three-guarantee certificates;
5. Properly handle consumer inquiries and complaints and provide services.
To sum up, the three-guarantee policy is the abbreviation of "guarantee return, replacement and repair" for the goods sold by retail commercial enterprises. It refers to a credit guarantee method in which the seller assumes responsibility for the goods purchased by the buyer within a certain period after the goods enter the consumption field.

Article 16
When providing commodities or services to consumers, business operators shall perform their obligations in accordance with this Law and other relevant laws and regulations.
If there is an agreement between the operator and the consumer, they shall perform their obligations in accordance with the agreement, but the agreement between the two parties shall not violate the provisions of laws and regulations.
When providing commodities or services to consumers, business operators shall abide by social morality, be honest and trustworthy, and protect the legitimate rights and interests of consumers; Unfair and unreasonable trading conditions shall not be set, and trading shall not be forced.
