Regulations of Qiannan Buyi and Miao Autonomous Prefecture on Promoting the Development of Tea Industry
Chapter I General Provisions Article 1 In order to protect and utilize the resources of tea industry, maintain normal tea production and operation activities and promote the sustainable development of tea industry, these regulations are formulated in accordance with the provisions of relevant state laws and regulations and in combination with the actual situation of autonomous prefecture. Article 2 These Regulations shall apply to activities related to the tea industry within the administrative area of Autonomous Prefecture.

Tea industry as mentioned in these Regulations refers to tea breeding, planting, processing, comprehensive utilization, packaging, marketing, brand building and activities related to tea culture, teaching and scientific research. Article 3 The people's governments of autonomous prefectures and counties (cities) shall strengthen their leadership over the development of the tea industry, improve the working institutions that are compatible with the development goals and tasks of the tea industry, and establish the development mechanism of the tea industry. Article 4 The people's governments of autonomous prefectures shall formulate the Quanzhou tea industry development plan with Duyun Maojian tea as the leading factor, and the people's governments at the county level shall formulate the tea industry development plan and annual plan of their respective administrative areas according to the Quanzhou tea industry development plan.

The development planning of tea industry should be connected with land use, forest land protection and utilization, soil and water conservation, ecological environment protection, tourism and nature reserve planning. Article 5 The competent department of agriculture (tea industry) of the people's governments of autonomous prefectures and counties (cities) is responsible for the development of tea industry within their respective administrative areas, and its main responsibilities are:

(a) the preparation of tea industry development planning, formulate tea industry policies and measures;

(two) to formulate the fund plan for the tea industry project and supervise the implementation and acceptance of the project;

(three) technical guidance and services, investigation and research, training and exchange of tea industry;

(four) tea brand promotion, tea culture mining, protection, inheritance and promotion;

(five) the promotion and application of Duyun Maojian certification trademark and Duyun Maojian tea geographical indication product protection;

(6) Other related work. Article 6 The relevant departments and organizations of the Autonomous Prefecture People's Government, such as agriculture (tea industry), development and reform, finance, forestry, environmental protection, food and drug supervision, land and resources, housing and urban and rural construction, quality and technical supervision, industrial and commercial administration, supply and marketing, culture, water conservancy, education and poverty alleviation, shall, according to their respective functions and duties, study and formulate corresponding supporting measures for the development of the tea industry to promote the sustainable development of the tea industry. Article 7 The people's governments of autonomous prefectures and counties (cities) shall support tea industry organizations to carry out tea industry-related activities according to law, and commend and reward units and individuals that have made outstanding contributions to the development of tea industry. Chapter II Protection and Development Article 8 The competent department of agriculture (tea industry) of the Autonomous Prefecture People's Government shall, jointly with the people's governments at the county level, intensify the protection, development and utilization of local excellent tea germplasm resources.

Uses, focusing on the purification, rejuvenation, breeding, promotion and production of local varieties such as Duyun Maojian Tea and Guiding Niaowang Tea. Encourage and support the development of other fine varieties. Ninth Autonomous Prefecture People's Government shall strengthen the protection and construction of Duyun Maojian tea brand according to law, and promote the healthy development of tea industry with the brand; Encourage and support the development of other brands and support the development of series tea products. Tenth Autonomous Prefecture People's government agricultural (tea) departments and relevant functional departments should strengthen the unified management of Duyun Maojian tea brand. Any legal person, organization or individual who meets the local standards for the production and processing of Duyun Maojian tea may apply for the protection of Duyun Maojian tea certification trademark and Duyun Maojian tea geographical indication. Encourage tea enterprises in the state to produce and sell Duyun Maojian tea and its series of tea products.

No legal person, organization or individual may produce and process Duyun Maojian tea without obtaining the certification trademark of Duyun Maojian tea and the protection and use license of Duyun Maojian tea geographical indication products; Without the consent of the trademark owner, you may not hold or participate in various tea awards and other major tea activities in the name of Duyun Maojian Tea and Duyun Maojian Tea. Eleventh Autonomous Prefecture People's Government shall strengthen the standardization of tea industry and implement standardized system management.

Tea production enterprises, cooperatives and individuals must organize production, processing and sales in strict accordance with the technical standards for tea production. Article 12 The people's governments of autonomous prefectures and counties (cities) encourage and support enterprises, cooperatives and individuals to build tea garden bases in line with the development plan of tea industry through leasing, contracting and transferring land management rights. Thirteenth in the tea garden planning area, it is forbidden to build, change (expand) enterprises that pollute the soil, water and air of tea gardens. If the original enterprise produces pollution, it shall be treated or relocated in accordance with the relevant provisions of the state and the people's government of the autonomous prefecture. Article 14 The people's governments of autonomous prefectures and counties (cities) encourage and support the popularization and use of bio-organic fertilizers in tea gardens, carry out soil testing and formula fertilization, popularize integrated pest control techniques, implement refined management and intensive management, and improve the quality and yield of tea.

Prohibit the use of highly toxic, highly toxic, high residual pesticides and fertilizers with excessive heavy metals. It is forbidden to produce and sell tea products with excessive heavy metals and pesticide residues. Fifteenth autonomous prefectures and counties (cities) people's governments shall establish a traceability information service platform for tea quality and safety, and implement a traceability system for tea quality.

Tea production enterprises, cooperatives and individuals shall establish a tea production filing system, do a good job in the inspection and testing of tea produced, and shall not forge tea production records.

Tea trading enterprises shall establish a registration system for tea purchase and sale, and truthfully record the name, grade, specification, quantity, supplier and purchase date of tea.
