Measures of the People's Republic of China and the State Customs for the Administration of the Use of Customs Emblem

Article 1: In order to ensure the correct use of the customs emblem of the People's Republic of China and the State Customs (hereinafter referred to as the customs emblem) and maintain the dignity of the customs emblem, these measures are formulated. Article 2 The customs emblem is the exclusive symbol of the Customs of the People's Republic of China.

The Guan emblem consists of the Shang God's staff and a golden key fork. The walking stick of the God of Merchant represents international trade, and the key symbolizes the customs guarding the motherland. The Guan emblem means that China Customs implements entry and exit supervision and management in accordance with the law, safeguards the country's sovereignty and interests, promotes foreign economic and trade development and scientific and technological cultural exchanges, and guarantees socialist modernization. Article 3 Customs and its staff shall respect, cherish and correctly use the customs emblem and its patterns in accordance with these Measures.

Non-customs units and non-customs staff are not allowed to use the customs emblems referred to in these Measures. Article 4 Customs emblems can be hung in the following places:

(1) Office premises of customs at all levels;

(2) Customs supervision places at entry and exit ports;

(3) Places where the Customs holds important meetings and activities;

(4) Customs colleges and universities;

(5) Other places where the General Administration of Customs deems that the Customs emblem should be displayed. Article 5 The customs emblem shall be hung upright in the center above the main entrance of the customs office, in the center above the rostrum of the venue, or in other prominent locations, and its background shall be of a solemn solid color.

Do not hang damaged, defaced or substandard emblems.

The Guan emblem should be properly maintained after being hung. Article 6 The following items may use customs emblem patterns:

(1) Business documents, seals, and marks issued by the customs;

(2) Law enforcement or identity of customs personnel Documents, such as investigation certificates, inspection certificates, work certificates, etc.;

(3) Logo and accessories on customs uniforms;

(4) Customs vehicles, boats and special equipment;

(5) Items used by the Customs in official activities, such as certificates, certificates, prizes, envelopes, letterheads, pictures, business cards, gifts, etc.;

(6) In the name of the Customs Books, newspapers, magazines, audio-visual products and other works published, photographed and printed in the name;

(7) Other items that the General Administration of Customs deems can use the Guan emblem pattern. Article 7 Customs emblems and their patterns shall not be used for:

(1) Trademarks, advertisements, and product decorations and logos;

(2) Daily life furnishings, supplies and decorations ( (Except for gifts made by the Customs in official activities) and other non-Customs supplies;

(3) Publications, printed matter, audio-visual products and other works published, printed or produced in one’s name;

(4) Other items that are prohibited from using customs emblem patterns as stipulated by the General Administration of Customs. Article 8 With the decision or approval of the General Administration of Customs, the Customs may use emblems, signs or patterns that are a combination of customs emblem patterns and other patterns. Article 9 Customs emblems and their patterns are produced by units designated by the customs in accordance with the standards stipulated in the "Instructions for the Production of Customs Emblem of the Customs of the People's Republic of China and the People's Republic of China" attached to these Measures. Article 10: Customs has the right and obligation to supervise and inspect the use of customs emblems.

If the customs or customs staff do not use the customs emblem and its patterns in accordance with these regulations, the superior customs or the customs at the same level shall order them to make corrections within a time limit; if they refuse to make corrections within the time limit, the customs will impose penalties on the relevant responsible persons. If non-customs units and non-customs staff use the customs emblem as referred to in these regulations, the customs at the place where the unit is located shall order it to make corrections within a time limit; if it refuses to make corrections within the time limit, the customs shall refer it to the relevant departments for handling according to law. Article 11 These Measures shall come into effect on July 1, 1997.
