Green Vegetable Certification Procedure
1. Certification Application
(1) The applicant shall apply to the Henan Provincial Green Food Office (hereinafter referred to as the “Provincial Green Food Office”) or The Luohe City Green Food (Vegetables) Office submitted a written application for certification of green vegetables. The written application must include the basic information of the applicant, the basic information of the product being applied for, the environmental conditions of the place where the raw materials of the product are produced, etc. Written applications must be signed by the legal representative and stamped with the official seal.
(2) After receiving the above application, the Provincial Green Office will register and file it.
1. If the applicant or its product conditions do not meet the requirements for green vegetables, its application will no longer be accepted during this growth cycle.
2. If the applicant meets the conditions, submit the following documents (each document in duplicate) to the Provincial Green Office.
(1) "Application Form for the Use of Green Food Logo"
(2) "Enterprise and Production Status Survey Form"
(3) Guarantee the implementation of green vegetable labeling Statement of standards and specifications
(4) Production operating procedures (planting procedures, processing procedures)
(5) The company’s quality control system for “base + farmers” (including contracts, Base map, list of bases and farmers, management system)
(6) Product implementation standards
(7) Product registered trademark text (copy)
( 8) Enterprise business license (copy)
(9) Enterprise quality management manual
(10) Other required materials (if the system is certified, a copy of the certificate is attached)< /p>
2. Acceptance and document review
(1) The Provincial Green Office will review the application certification materials and issue a "Document Review Opinion Notice" to the applicant.
(2) If the application materials for certification are incomplete, the applicant is required to submit supplementary materials after receiving the "Notice of Review Opinions".
(3) If the applicant fails the document review, the applicant will be notified that his or her application will no longer be accepted during this growth period.
(4) If the document passes the review, Article 3 shall apply.
3. On-site inspection and product sampling
(1) The Provincial Green Office will appoint 2 or more inspectors to conduct on-site inspection after the on-site inspection plan is confirmed by the applicant.
(2) The inspectors will conduct inspections of raw material origins or bases, processing sites and other relevant items item by item, and submit on-site inspection and evaluation reports, environmental quality status investigation reports and relevant investigation materials to the Provincial Green Office.
(3) The Provincial Green Office will decide whether to arrange environmental monitoring and product testing based on the on-site inspection by the inspector.
IV. Environmental Monitoring
(1) If environmental monitoring is required, the Provincial Green Food Office will notify the green food designated environmental monitoring agency and the applicant to conduct environmental monitoring.
(2) The applicant shall contact the designated environmental monitoring agency to determine the time for on-site sampling (water, soil, and air).
(3) After sampling, the designated environmental monitoring agency shall issue an environmental monitoring report and a "Green Food Environmental Monitoring Status Form" and submit them to the Provincial Green Office.
5. Product testing
(1) If product testing is required, the Provincial Green Office will send inspectors to sample the products and submit them to the designated green food testing agency.
(2) After the designated green food product testing agency completes the testing work, it will issue a product testing report and a "Green Food Product Testing Status Form" and submit them to the Provincial Green Food Office.
VI. Certification review
(1) The Provincial Green Office receives the inspector’s on-site inspection and assessment report and environmental quality status investigation report, the applicant’s complete application materials, environmental monitoring report, After the product test report is comprehensively reviewed, the review opinions will be signed. Those who are qualified will submit relevant materials to the central certification office; those who are unqualified will be notified that their applications will no longer be accepted during this growth cycle.
(2) The Central Certification Office will register after receiving the materials submitted by the Provincial Green Office, environmental monitoring reports, product testing reports and the "Basic Situation Questionnaire for Application for Green Food Certification" directly sent by the applicant. , number, after confirming receipt of the last material, an acceptance notice will be issued, the applicant will be notified in writing, and a copy will be sent to the Provincial Green Office.
(3) The Central Certification Office organizes reviewers and relevant experts to review the above materials and make review conclusions.
1. If the audit conclusion is "there is doubt and on-site inspection is required", the Central Certification Office will notify the applicant in writing and send a copy to the Provincial Green Office. After the applicant is confirmed, the inspector conducts on-site inspection again.
2. If the review conclusion is that "the materials are incomplete or require additional explanations", the Central Certification Office will send the "Green Food Certification Review Notice" to the applicant, with a copy to the Provincial Green Office. Applicants need to submit supplementary materials to the Central Certification Office within 20 working days, and send a copy to the Provincial Green Office.
3. If the audit conclusion is "qualified" or "unqualified", the Central Certification Office will submit the certification materials and certification audit opinions to the Green Food Review Committee.
7. Certification review
(1) The Green Food Review Committee will conduct a comprehensive review within 10 working days after receiving the certification materials and the review opinions of the certification office, and make a final review of the certification in conclusion.
(2) The final conclusion of certification is divided into two situations:
1. If the certification is qualified, Article 8 shall be implemented
2. If the certification is not qualified, the review committee will Within 2 working days of making the final conclusion, the Secretariat will send the "Notice of Certification Conclusion" to the applicant, with a copy to the Provincial Green Office. Applications will no longer be accepted during this production cycle.
8. Certificate Issuance
The center will send the relevant documents for certificate application to the "certified qualified" applicant, and send a copy to the Provincial Green Office. The applicant signs the "Green Food Logo Trademark Use License Contract" with the center and pays the relevant fees, and the director of the center issues a certificate.
