Please carry out them carefully.

Detailed rules for the implementation of registration and filing management of building safety protection articles and mechanical equipment in Shandong Province

Chapter I General Provisions

Article 1 In order to strengthen the supervision and management of construction safety protection articles and machinery and equipment, prevent fake and shoddy products from entering the construction site, and ensure the safety of construction, these detailed rules are formulated according to the Administrative Measures for the Registration and Filing of Construction Industry Products in Shandong Province issued by the Provincial Construction Department.

Article 2 All units and individuals engaged in the construction, expansion and reconstruction of construction projects and the production and operation of safety protection articles and mechanical equipment within the administrative region of this province must abide by these rules.

Article 3 The construction safety protection articles and mechanical equipment mentioned in these Detailed Rules mainly include:

(a) construction material hoist, attached scaffolding, hanging basket for high work; (2) Safety helmet, safety belt, safety net and safety rope;

(3) Temporary distribution box, air switch, isolating switch, AC contactor, leakage protector and five-core cable on the construction site.

Article 4 The provincial construction administrative department shall be responsible for the registration and filing management of construction safety protection articles and machinery and equipment in the whole province, and the municipal construction administrative department with districts shall be responsible for the registration and filing management of construction safety protection articles and machinery and equipment within their respective administrative areas. The specific work shall be carried out by the construction safety supervision institution affiliated to the competent department of construction industry.

Article 5 Safety protection appliances and machinery and equipment that are included in the scope of registration and filing management shall be registered when entering the construction site in our province, and the Certificate of Registration and Filing of Construction Industry Products in Shandong Province shall be obtained.

Chapter II Declaration and Registration of Products

Sixth construction safety protection equipment and mechanical equipment registration, all by the production and business units in accordance with the provisions of the construction safety supervision institutions to apply.

Article 7 To apply for registration and filing, the following materials shall be submitted: (1) An application form for registration and filing of construction industrial products; (2) The business license and registered trademark of the enterprise; (3) the agent's certificate of agency; (four) product implementation standards; (5) Instructions for the use of the product;

(six) product drawings and design calculations of building materials elevators, attached scaffolding and hanging baskets for aerial work;

(seven) the production license issued by the relevant state departments (referring to the products subject to production license management), the certification certificate of electrical products (referring to the products subject to compulsory national certification) and the product identification certificate;

(eight) the product inspection report issued by the inspection agency with the corresponding inspection qualification; (nine) when applying for registration of products outside the province, it shall also provide relevant certificates issued by the local provincial building authorities or provincial building safety supervision institutions;

(ten) other necessary documents that need to be provided.

The above information must be complete and legal. The reporting entity shall be responsible for the authenticity and reliability of the information.

Article 8 Registration procedures:

(1) The applicant shall apply to the municipal building safety supervision institution located in the district, and submit the application materials in accordance with the provisions of Article 7 of these Rules;

(two) the municipal construction safety supervision institutions shall conduct a preliminary examination of the application materials, and report them to the provincial construction safety supervision station if they pass the examination;

(three) the provincial building safety supervision station to review the application materials and entrust an inspection agency with corresponding inspection qualifications to inspect the products, and the inspection samples shall be sealed by the provincial building safety supervision station;

(four) the provincial construction safety supervision station organized relevant experts to review the qualified products, and issued the "Shandong Province Construction Industry Product Registration Certificate".

When applying for registration of products from outside the province or imported products, they can directly report to the provincial construction safety supervision station.

Article 9 In any of the following circumstances, registration shall not be granted:

(a) the products applied for registration do not meet the relevant national and provincial mandatory standards; (2) The information provided by the applicant for registration is incomplete or untrue. Tenth "Shandong province construction industry product registration certificate" is valid for two years.

The production and business operation entity shall, within three months before the expiration of the validity period, apply to the municipal construction safety supervision institution located in the local district for renewal of registration and filing in accordance with these rules. If the registration is not renewed within the time limit, the registration certificate shall be cancelled.

Article 11 When a product's design and process have major changes that affect its performance, it must be re-registered.

Twelfth products approved for registration, unified by the provincial construction industry product registration management office, and announced on the Shandong engineering cost information network (www.gczj.sd.cn and www.sdjzaq.com).

Chapter III Supervision and Administration

Thirteenth registered products within the validity period, the production and business units shall report the product quality to the provincial construction safety supervision station every year, and accept the tracking supervision and inspection organized by the provincial construction safety supervision station; For those who do not provide product quality reports or refuse to accept supervision and inspection, registration shall be suspended.

Article 14 A production and business operation entity must present a copy of the registration certificate to the purchasing entity and affix its official seal.

Fifteenth construction units in the project construction to buy or rent safety protective equipment and machinery and equipment, must verify the "Shandong Province Construction Industry Product Registration Certificate", shall not require the construction unit to use unregistered safety protective equipment and machinery and equipment.

Sixteenth construction units in the purchase or lease of safety protection equipment and mechanical equipment, must verify the "Shandong Province Construction Industry Product Registration Certificate", shall not use unregistered products.

Seventeenth construction safety supervision institutions at all levels shall strengthen the supervision and management of construction safety protection articles and mechanical equipment. For the safety protection appliances and mechanical equipment used in the trading market and construction site operation, it is necessary to check the Certificate of Registration and Filing of Construction Industry Products in Shandong Province, and conduct regular or irregular inspection and inspection according to the relevant provisions of the province. If unregistered or unqualified products are found, they shall be ordered to rectify within a time limit; If the construction safety cannot be guaranteed, it shall be ordered to stop using and clean up the construction site.

Eighteenth safety protection products and machinery and equipment production and business units to provide unqualified products, shall be ordered to make rectification within a time limit; If the circumstances are serious, the registration will be cancelled.

Nineteenth construction units that use unregistered or unqualified safety protection appliances and machinery and equipment shall be ordered to make rectification within a time limit; In case of safety accidents, the responsible units and persons shall be punished in accordance with relevant laws and regulations.

Twentieth in violation of these rules, any unit or individual has the right to complain and report to the competent department of construction industry or relevant departments.

Article 21 If the staff responsible for the registration and filing of safety protection articles and mechanical equipment neglect their duties, abuse their powers or engage in malpractices for selfish ends, which does not constitute a crime, they shall be given administrative sanctions in accordance with relevant regulations; If a crime is constituted, criminal responsibility shall be investigated according to law.

Chapter IV Supplementary Provisions

Article 22 The Shandong Provincial Construction Administration shall be responsible for the interpretation of these Detailed Rules.

Article 23 These Rules shall come into force as of the date of promulgation.
