In order to strengthen the industry management of the national unmanned aerial vehicle manufacturing enterprises and find out the development and production of civil unmanned aerial vehicles in an all-round way, according to the relevant deployment of the Special Renovation Plan for Unmanned Aerial Vehicles (Order of the State Air Traffic Control Administration [20 17] No.24), it is decided to conduct a thorough statistics on the domestic civil unmanned aerial vehicle manufacturing enterprises and product information every year from 20 17. The relevant matters are hereby notified as follows:
I. Division of responsibilities
(1) The competent departments of civil aviation industry in all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning (hereinafter referred to as the provincial competent departments) are responsible for notifying and urging local civil unmanned aerial vehicle manufacturers to fill in enterprise and product information, verifying and auditing the authenticity and completeness of the information, and summarizing and submitting the information.
(2) Enterprises engaged in the production of civil unmanned aerial vehicles in all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning shall truthfully and accurately fill in enterprise information and product information, and be responsible for the authenticity and completeness of the information provided.
Second, the job requirements
The provincial authorities are requested to complete the information collection and registration in this area before June 2065 438+07 10, and submit the paper version (e-mail) of the survey statistics with official seal to the Ministry of Industry and Information Technology (Equipment Industry Division). The submission time will be announced separately from next year.

Filling instructions
1. This statistic is aimed at domestic and foreign civil UAV design/production units, including fixed-wing and rotary-wing UAVs, and the supporting product development units of civil UAVs are not included in this statistic.
Second, this statistic counts the design/production unit information and product information of civil drones, including the information of drones that have been discontinued, sold and under research. If some enterprises produce military products and civilian products at the same time, they are only civilian products.
Three. Specific content description:
(1) About the information submission form 1;
1.？ Name of submitting unit and name and position of competent leader? Fill in the names of local civil aviation authorities and corresponding deputy directors/deputy directors or other leaders;
2.？ Responsible department contact? Fill in the name of the office responsible for the statistical registration of civil drones, as well as the contact person, position and contact information of this office.
(2) Table 2 on information submission:
1.？ Business name? Fill in the full name of the enterprise, not the abbreviation and enterprise code;
2.？ Unit nature? If it is a joint venture, please indicate the proportion of Chinese shares;
3.？ Production address? Fill in the address of the factory that actually produces drone products;
4.？ Scope of business? Fill in the scope of all business activities of the enterprise, including the production of UAV systems;
5.？ Sales revenue of enterprises in 20 16 years? Fill in the total sales revenue of the enterprise, including drones and all other products and services;
6.？ Number of products on sale, number of products under research, number of other products? Fill in the number of UAV products on sale or under research, as well as the number of products that have been discontinued and in use in the market;
7.？ Legal representative? Fill in the name of the legal representative.

4. Please fill in relevant information truthfully, and fill in multiple products separately. In principle, extended and expanded products are regarded as the same product model as the basic model.
Five, each unit should be responsible for the authenticity, accuracy and integrity of data, requirements:
(1) Provide an electronic version and a copy of the ID card of the legal representative or client of the enterprise, and a statement of the authenticity of the enterprise commitment materials stamped with the official seal of the enterprise;
(two) each page of paper materials must be stamped with the official seal of the enterprise;
