How to compile standardized bidding documents
Government procurement bidding documents (or bidding documents) are comprehensive documents that put forward tasks, conditions and requirements to contractors and suppliers (bidders). The compilation of bidding documents is the first procedure in the preparation stage of government procurement bidding, and it is also the premise related to the realization of government procurement objectives. Since Jinhua City, Zhejiang Province implemented the government procurement system from 65438 to 0997, the author has been responsible for procurement and bidding. In practice, we have been exploring and summarizing, and now we are consulting with colleagues on the preparation of standardized bidding documents. The key bidding documents for compiling standardized bidding documents are the legal documents followed in the whole bidding process, the basis for bidding and bid evaluation, and an inseparable part of the contract. Bidders can only prepare bidding documents according to the requirements of bidding documents. Whether a bidder can prepare a complete and rigorous bidding document directly affects the quality of bidding and is also the key to successful bidding, thus showing the importance of bidding documents. The author thinks that the tenderer should pay attention to the following aspects when compiling the tender documents: strictly limit the bidders, try to let qualified suppliers and contractors participate in the bidding under the premise of ensuring full competition, and avoid too many bidders and causing unnecessary burdens to all parties. This work is based on mastering a large number of bidders' information, and full-time tendering agencies have the conditions to do this work. Make detailed provisions on the preparation of bidding documents, so that bidders can prepare bidding documents according to unified requirements and formats, and achieve the purpose of accurately responding to the requirements of bidding documents. Be a good consultant to the purchaser in terms of technical specifications and requirements, so that the purchaser can obtain qualified, economical and practical purchased products. Ensure the scientificity and integrity of the bidding documents, prevent loopholes, and do not give bidders the opportunity to prepare standardized bidding documents. There are already templates for compiling project bidding documents in China, so I won't repeat them here. Goods procurement occupies a large proportion in the whole government procurement, but there is no unified bidding document format in China. The author has encountered many problems in the procurement of government goods. In addition to government procurement centers at all levels, there are other procurement agencies. The main problem is that the bidding documents are not standardized and unified, and the level of people who compile the bidding documents is different. We often hear some bidders complain that "I can't read the tender"; Sometimes it is found that some clauses in the tender lack legal basis. In order to solve the above problems, strengthen the management of government procurement, and further standardize the bidding activities of government procurement, the Jinhua Municipal Government Procurement Center, where the author works, has formulated the text of the bidding documents for goods, and issued them to all counties, cities, districts, organs and administrative institutions for the use of bidders in compiling the bidding documents. Characters * * * are divided into general characters and special characters. The general text contains basic terms applicable to all kinds of goods procurement, including: instructions to bidders, general contract terms, contract format and attachments. The special text is compiled by the tenderer according to the characteristics of the specific bidding goods, and the special requirements of business and technology are reflected in the text. The specific contents include invitation to bid, instructions to bidders, special contract terms, list of goods requirements and technical specifications. The advantage of separating general and special texts is that the bidding documents for goods are divided into general and professional texts, and the practical benefits are mainly reflected in five aspects: First, the bidding documents are more standardized, unified and open, which embodies the principles of openness, fairness and impartiality in government procurement. Second, for the tenderer, it not only saves energy, but also focuses on the preparation of bidding documents. According to the model bidding documents, the tenderer does not need to focus on the whole bidding document when compiling the bidding documents, but only needs to focus on the special text, that is, write out the special requirements for the bidding goods. Thirdly, for bidders, due to the outstanding key points, the rejection rate is reduced and the labor efficiency is improved. Bidders who participate in the bidding of Jinhua Municipal Government for purchasing goods should focus on preparing the technical requirements tender (referred to as technical tender) specified in the special text, and make a substantive response; Scientific use of quotation decision-making and skills, the preparation of a complete and accurate tender offer (called business offer). Fourth, it can save the time and energy of bid evaluation personnel. For all bidders, the common text is the same, just pay attention to each bidder's technical bid, thus avoiding the trouble of reading the bid documents repeatedly. Fifth, in general, the general and special books are separated, highlighting key points, shortening the procurement cycle and improving efficiency.
