What are the consumer rights protection agencies?

There are two types of consumer rights protection agencies: administrative law enforcement agencies and industry authorities.

Administrative law enforcement departments include industrial and commercial administration departments, technical supervision departments, health supervision and management departments, import and export commodity inspection departments, etc. The main responsibilities of the industrial and commercial administrative departments to protect consumer rights and interests are:

(1) Through the supervision and management of market operating entities, stop illegal operations and prevent the occurrence of behaviors that harm consumer rights and interests.

(2) Through the supervision and management of various markets, investigate and deal with various market illegal activities, maintain market transaction order, and provide consumers with a fair and safe consumption environment.

(3) Through the supervision and management of advertising, investigate and punish false advertising and misleading publicity behaviors, and safeguard consumers’ right to choose and legitimate rights and interests.

(4) Investigate and deal with trademark counterfeiting through trademark management, and create conditions for consumers to purchase high-quality goods.

(5) By stopping various unfair competition behaviors, crack down on and investigate various behaviors that infringe on consumer rights.

(6) Guide the work of consumer associations.

Organization

1. Consumer organization

Consumer protection group refers to a group established in accordance with the law to conduct social supervision of goods and services to protect consumers. The general term for social groups with legitimate rights and interests. Consumer organizations are the product of the development of the consumer movement and the result of consumers exercising their right to association. A consumer organization has the following characteristics: It is a social group whose purpose is to protect the legitimate rights and interests of consumers and is not for profit.

2. Consumers Association

The China Consumers Association is an organization of consumers in China and a semi-official mass social group. The China Consumers Association and local consumer associations at all levels are established with the approval of the people's government at the same level and approval and registration by the civil affairs department, and therefore have the legal person status of social groups.

Consumers associations have two tasks, one is to conduct social supervision of goods and services, and the other is to protect the rights and interests of consumers. Our country's law stipulates that consumer associations have seven functions, namely:

(1) Provide consumer information and consulting services to consumers.

(2) Participate in the supervision and inspection of goods and services by relevant administrative departments.

(3) Report, inquire and make suggestions to the relevant administrative departments on issues related to the legitimate rights and interests of consumers.

(4) Accept consumer complaints, investigate and mediate complaints.

(5) If the complaint involves quality issues of goods and services, it may be submitted to the appraisal department for appraisal, and the appraisal department shall inform the appraisal conclusion.

(6) Support the injured consumers in filing lawsuits for behaviors that harm the legitimate rights and interests of consumers.

Behaviors that harm the legitimate rights and interests of consumers shall be exposed and criticized through mass media.

Among the international consumer organizations with greater influence are the International Consumer Union Organization "IOCU" and the European Consumer Union Organization "BEUC".
