1. Support objects

The term "specialty catering enterprises" as mentioned in these Measures refers to non-fast food catering legal person enterprises (including individual industrial and commercial households) that have industrial and commercial registration, tax registration and statistical relations in Shihezi City, Bashi and have been operating normally for more than one year, and must meet at least one of the following requirements: 1. Conditions:

(1) A famous catering brand store that has obtained international certification or authorization; Obtained within the year the top 100 Chinese catering enterprises recognized by the China Cuisine Association or the top 100 Chinese catering enterprises recognized by the China Hotel Association;

(3) Recognized by industry organizations entrusted by the autonomous region (corps) and government authorities Catering-type licensed stores and honorary stores;

(4) Specialty stores recognized by the Eighth Division Shihezi City Culture, Sports, Tourism and Tourism Bureau in conjunction with the Finance Bureau, Market Supervision Bureau, Commerce Bureau and other relevant departments, and meet the following conditions at the same time :

1. Have a fixed business name (store name), and have been officially operating for more than 3 years (the imported Bashi Shihezi project outside the city must be officially operated in the original place of business for more than 3 years);

2. Support policies

(1) Brand rewards. The newly settled internationally certified or authorized catering brand stores, national well-known trademarks, "Chinese time-honored brands" and "Chinese famous catering stores" titles newly settled in the year, and those that have been recognized by the China Cuisine Association as one of the top 100 catering companies in China or the China Hotel Association in the past three years The top 100 famous catering companies in China will be given a one-time reward of 100,000 yuan; for well-known brands of Xinjiang catering companies that have newly settled in that year, and catering licensed stores and honorary stores recognized by industry organizations entrusted by the autonomous region (corps) government authorities, a one-time reward of 80,000 yuan will be given. A one-time reward of 10,000 yuan; a one-time reward of 50,000 yuan will be given to special catering enterprises newly assessed by the city that year.

(2) Rent subsidies. For newly settled (assessed) specialty catering enterprises, if the leased business premises has expired and the relevant certification materials have been submitted for review by the relevant departments and found to meet the conditions, the store will be given a reward in lieu of compensation for three consecutive years. Rent subsidy (100,000 yuan in the first year, 80,000 yuan in the second year, and 50,000 yuan in the third year).

(3) Decoration subsidies. For newly settled (assessed) specialty catering enterprises, a one-time decoration subsidy of 20% of the actual decoration amount will be given for a building area of ??500 square meters and above, and a 10% subsidy will be given based on the actual decoration amount for a building area of ??500 square meters or less, with a maximum of no more than 500,000. (4) Encourage growth in scale. A one-time reward of 100,000 yuan will be given to specialty catering enterprises that are newly included in the national statistical online direct reporting platform.

(5) Encourage it to become bigger and stronger. Specialty catering companies that have settled in Shihezi City and open new stores in the planned area can refer to the above-mentioned incentive standards for rent subsidies and decoration subsidies.

3. Reward Principles

Specialty catering companies that enjoy this support policy will follow the principle of "no duplication of enjoyment, preferential treatment" for all reward policies issued by Shihezi City of the Eighth Division involving specialty catering companies. Enjoy" principle. Key specialty catering enterprises can use the city's tertiary service industry project reward and subsidy policies to provide key support.

IV. Application Procedures

The application and identification of support for specialty catering enterprises shall be carried out according to the following procedures:

(1) Announcement. Issue announcements to the public, publicize policies, and disclose recognition conditions and procedures.

(2) Preliminary review. Specialty catering enterprises that intend to enjoy the support policies must go to the Bureau of Culture, Sports, Tourism, and Tourism for a preliminary review to confirm whether they are included in the support scope.

(3) Declaration. Specialty catering enterprises shall provide relevant certification materials and declare to the Bureau of Culture, Sports, Tourism and Tourism.

(4) Review. The Bureau of Culture, Sports, Guangdong and Tourism will conduct an evaluation together with the Finance Bureau, Market Supervision Bureau, Commerce Bureau and other relevant departments, as well as expert review groups, to determine support and reward opinions.

(5) Public announcement.

After approval, the Bureau of Culture, Sports, Tourism and Tourism will announce the results to the public within 5 working days.

(6) Cash out. If there is no objection at the expiration of the publicity period, it will be honored.

V. Supplementary Provisions

(1) Specialty catering enterprises should provide truthful information as required when applying for support. If it is verified that there has been fraud, they will not be allowed to enjoy relevant support policies within five years. Those who have enjoyed incentives, subsidies and other support policies will be ordered to return; those suspected of illegal crimes will be transferred to judicial organs.

(2) If a recognized specialty catering enterprise encounters major food safety liability accidents, bad credit records, fire safety incidents, consumer complaints, or other serious negative public opinion incidents, it will be disqualified from receiving support.

(3) These interim measures will come into effect from the date of promulgation and will be valid for 3 years. During the implementation of these measures, for other industrial support policies being implemented in Shihezi City of the Eighth Division, enterprises shall apply based on the principle of high priority and non-duplication. If there are new regulations from the superior department, the new regulations will be implemented.
