(3) The reserved procurement quota in accordance with the provisions of these Measures cannot ensure sufficient supply and full competition, or there are circumstances that may affect the achievement of government procurement goals;

(5) Other circumstances specified by the financial departments of the people's governments at or above the provincial level. Except for the above situations, other situations are suitable for small and medium-sized enterprises to provide.
