Chapter 1 General Provisions Article 1 In order to protect the legitimate rights and interests of consumers, maintain social and economic order, and promote the healthy development of the socialist market economy, in accordance with the "Consumer Rights and Interests Protection Law of the People's Republic of China" These regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this city. Article 2 Consumers as mentioned in these Regulations refer to individuals and entities who purchase and use goods or receive services for daily consumption, and their rights and interests are protected by laws, regulations and these Regulations.

Operators as mentioned in these Regulations refer to units and individuals that produce, sell goods or provide services to consumers, and their business activities shall comply with the provisions of laws, regulations and these Regulations. Article 3: Business operators shall follow the principles of voluntariness, equality, fairness, good faith and credibility when conducting transactions with consumers. Article 4: People’s governments at all levels are responsible for organizing and implementing these Regulations.

The administrative departments for industry and commerce and the technical supervision, price, health and other relevant administrative departments shall do a good job in protecting the legitimate rights and interests of consumers within the scope of their respective responsibilities in accordance with the provisions of laws, regulations and these regulations. Article 5 People's courts at all levels shall take measures to facilitate consumer litigation. Article 6 Consumer associations shall carry out social supervision of goods and services in accordance with the law. Article 7 People's governments at all levels shall encourage and support all organizations and individuals to conduct social supervision of behaviors that damage the legitimate rights and interests of consumers.

The mass media should do a good job in publicity to safeguard the legitimate rights and interests of consumers, and conduct public opinion supervision of behaviors that harm the legitimate rights and interests of consumers. No unit or individual may interfere with or suppress true reports on protecting the legitimate rights and interests of consumers. Chapter 2 Rights of Consumers Article 8 Consumers shall enjoy the following rights when purchasing and using goods and receiving services:

Consumers have the right to complain, report and accuse to relevant departments any behavior that infringes upon the legitimate rights and interests of consumers and the illegal and dereliction of duty by state agencies and their staff in protecting the legitimate rights and interests of consumers. Chapter 3 Operators' Obligations Article 10 Operators shall provide goods or services to consumers in accordance with the "Consumer Rights and Interests Protection Law of the People's Republic of China", the "Product Quality Law of the People's Republic of China", etc. Fulfill obligations in accordance with relevant laws, regulations and these Regulations.

If operators and consumers have an agreement, they shall perform their obligations in accordance with the agreement, but the agreement between the two parties shall not violate the provisions of laws, regulations and these Regulations. Article 11 Operators shall indicate their true name and mark in a conspicuous position of the business premises.

Operators who lease other people’s counters or venues shall indicate their true name and mark in a conspicuous position. Article 12 If the commodities provided by operators are industrial products or finished agricultural and sideline products, they shall comply with the following provisions:

(1) Attached with inspection certificate;

(3) The production date and main ingredients of the product are indicated;

(4) The products are to be used within a limited time Commodities should be marked with an expiration date or safe use period in a conspicuous position;

Article 13 Operators shall not forcefully sell goods or provide services against the will of consumers, nor may they tie goods in any form or attach other unreasonable conditions. Article 14: Operators with fixed business premises shall clearly mark prices when providing goods or services. No additional fees may be charged in addition to the stated price. Article 15 When operators provide goods or services, they shall issue purchase vouchers or service documents to consumers in accordance with relevant national regulations or business practices.

Article 16 Operators shall not make unfair or unreasonable provisions for consumers through format contracts, notices, statements, store notices, etc., or harm the legitimate rights and interests of consumers. Article 17 Operators shall not engage in the following fraudulent acts when providing goods or services:

(1) Using others to conduct deceptive inducements;

(2) Making false on-site demonstrations and instructions;

(3) Adulteration, adulteration, passing off fake goods as genuine, substandard goods, and substandard goods as qualified goods;

(4) Sales Knowingly knowing that the goods are expired, spoiled or contaminated, or goods that should be inspected or quarantined but are not inspected or quarantined, or goods that fail inspection or quarantine;
