Article 5
If an operator fails to obtain a license to engage in business activities in accordance with the law, it shall be investigated and dealt with by the departments specified in the laws, regulations, or decisions of the State Council; if there is no provision in the laws, regulations, or decisions of the State Council or If the regulations are unclear, the departments designated by the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government shall investigate and deal with them.
