Optimizing the business environment and reducing institutional transaction costs are important measures to reduce the burden on market players and stimulate market vitality. At present, the economic operation is facing some prominent contradictions and problems, and there are still many difficulties in the production and operation of market players, especially small and medium-sized enterprises and individual industrial and commercial households. We should actively use reform and innovation methods to help market players solve problems, tide over difficulties, regain their vitality, increase their vitality, and strengthen the foundation for economic recovery and development. In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, create a market-oriented and legalized international business environment, reduce institutional transaction costs, boost the confidence of market participants, help the development of market participants, and provide strong support for stabilizing the macro-economic market, with the consent of the State Council, we hereby put forward the following opinions.

1. further break down the hidden threshold and promote the reduction of the cost of market access

(1) fully implement the negative list management of market access. We will improve the management and dynamic adjustment mechanism of the negative list of market access, pay close attention to improving the corresponding examination and approval mechanism and supervision mechanism, and promote the online handling of all list items. We will steadily expand the scope of market access effectiveness evaluation. Before the end of October 222, all localities and departments will clean up explicit and implicit barriers with market access restrictions and establish a long-term investigation mechanism. Encourage banks and other financial institutions to give reasonable preferential treatment to small and micro enterprises, and appropriately reduce and exempt fees for account management services. Resolutely investigate and deal with the bank's failure to disclose service price information in accordance with the regulations, and the failure to implement preferential policies for small and micro enterprises in financing services, shifting costs, and compulsory bundling of insurance or wealth management products. Encourage securities, funds, guarantees and other institutions to further reduce service charges, and promote financial infrastructure to reasonably reduce transaction, custody, registration, liquidation and other expenses. Support relevant regions to build a one-stop service platform for cross-border e-commerce, and provide enterprises with preferential policy declaration, logistics information tracking, dispute resolution and other services. Explore and solve the problem of cross-border e-commerce exchange, optimize the workflow of cross-border e-commerce retail import, and promote convenient and fast customs clearance.
