According to the "Hunan Provincial Recognized Enterprise Technology Center Management Measures", enterprises applying for provincial accreditation as an enterprise technology center should meet the following basic conditions:

(2) The technology center has relatively complete research, development and testing conditions, a relatively fixed and independent research and development site, and the original value of technology development instruments and equipment is not less than 6 million yuan; it has strong technology Innovation ability and high investment in research and development. The proportion of the company's research and development expenditures in the previous year to product sales revenue is not less than 3; the level of research, development and innovation is in a leading position in the same industry in the province, and it has at least 1 invention patent Authorized and maintained in a valid state.

(3) The technology center has strong technical strength. It has a group of outstanding technical leaders and a technological innovation team with reasonable structure, high technical level and rich practical experience. It has the leading position in the same industry in the province. Strong advantages in innovative talents.

(4) The technology center has a complete organizational system, clear development plans and goals, and a stable enterprise-led industry-university-research cooperation mechanism.

(5) The enterprise attaches great importance to intellectual property work and quality brand building, and has established an intellectual property management system and product quality assurance system.

Recognition procedures:

(1) The enterprise shall submit a written application to the Economic (Industry) and Information Technology Commission of the city where it is located based on the territorial principle and submit application materials as required. Application materials include: "Hunan Provincial Recognized Enterprise Technology Center Application Form", "Enterprise Basic Information Form"; valid invention patent certificate and its copy, last year's accounting statements audited by an accounting firm, enterprise business license, tax registration certificate, organization Copies of organization code certificate and other supporting materials (with official company seal). The materials are glued into a volume, in duplicate, and attached with electronic documents.

(2) The Municipal and State Economic (Industry) and Information Technology Committee will conduct a preliminary review of the application materials submitted by the enterprises, determine the list of recommended enterprises in accordance with the requirements for applying for provincially recognized enterprise technology centers that year, and combine the application materials and application materials of the recommended enterprises. Written recommendations (in duplicate) shall be submitted to the Provincial Economic and Information Technology Commission within the specified time.

(3) The Provincial Economic and Information Technology Commission organizes preliminary evaluation, verification, expert review and comprehensive review of enterprise application materials, coordinates and balances, and selects the best.

(4) For provincially recognized enterprise technology centers, the Provincial Economic and Information Technology Commission will issue a document and issue a "Provincially recognized enterprise technology center" plaque.
