Encourage insurance companies to develop and promote commercial insurance projects such as family planning insurance to continuously meet the actual needs of family planning families. Article 12 People's governments at or above the county level and their relevant departments shall strengthen the construction of population and family planning management service systems, stabilize grassroots work institutions and teams, and implement the wages and social security benefits of grassroots staff. Article 13: The people's governments at or above the county level shall establish a reward system for families with childbirth, provide preferential care to families with childbirth, transportation, education, housing, employment, etc., and reduce the burden of childbearing, childcare, and education on families. Article 14 The people's governments at or above the county level allocate public rental housing. For families with minor children who meet local housing security conditions, they can provide appropriate care in terms of housing type selection and other aspects based on the number of minor children, and can provide appropriate care in terms of raising minor children. Article 16 Childcare institutions shall comply with relevant national childcare service standards and normative requirements, provide care in accordance with the laws and characteristics of infants and young children's physical and mental development, and implement full video surveillance of infants and young children's care activities.
