Article 3 Any printing enterprise or individual shall not print any printed matter that violates the Constitution or the law; shall not print printed matter containing obscene, superstitious content or other content expressly prohibited by the state; shall not print pirated printed matter; shall not illegally print certificates, Documents, securities, trademarks and logos, etc. Article 4 The Shenzhen Municipal Press and Publication Administrative Department (hereinafter referred to as the Municipal Press and Publication Department) is the competent department of the printing industry in Shenzhen and is responsible for the supervision and management of the printing industry in accordance with the law.

The public security department and the industrial and commercial administration department are responsible for the supervision and management of the printing industry within their respective scope of responsibilities. Article 5: The Shenzhen Printing Industry Association shall implement self-discipline management in accordance with its charter under the guidance of the municipal press and publication department. Article 6 Any unit or individual engaged in printing business activities must apply for a "Shenzhen Printing Industry License".

The "Shenzhen Printing Industry License" is divided into three types of certificates: A, B, and C.

The business scope of Class A certificate is: printing business activities of publications, packaging and decoration printed matter and other printed matter;

The business scope of Class B certificate is: packaging other than publications Printing business activities of decorative printed matter and other printed matter;

The business scope of Class C certificate is: printing business activities of other printed matter except publications and packaged printed matter. Article 7 To apply for the "Shenzhen Printing Industry License", you must comply with the national, provincial and Shenzhen city plans for the total number, structure and layout of printing enterprises, and meet the following basic conditions:

(1) Have the name and articles of association of the enterprise;

(2) Have a definite business scope;

(3) Have a fixed production site and necessary fixed assets. The specific standards shall be published by the Municipal News Department formulated. Article 8 To establish a Class A certificate printing enterprise, an application must be made to the municipal press and publication department. The municipal press and publication department shall make a preliminary review opinion within ten working days from the date of receipt of the application, and if the conditions are met, the application materials shall be submitted to the Guangdong Provincial Press and Publication Administrative Department for review and approval. Article 9 To establish a printing enterprise with Class B or Class C certificates, an application shall be submitted to the municipal press and publication department. The municipal press and publication department shall make a decision on approval or disapproval within twenty working days from the date of receipt of the application. Approved companies will be issued a Class B or Class C "Shenzhen Printing Industry License". Article 10 To establish a Sino-foreign joint venture or Sino-foreign cooperative printing enterprise, an application for establishment shall be submitted to the municipal foreign investment management department. The municipal foreign investment management department will transfer the application materials that meet the establishment conditions to the municipal press and publication department within ten working days from the date of receipt of the application.

The municipal press and publication department shall provide preliminary review opinions within ten working days from the date of receipt of the application materials. Those that meet the conditions shall be reported to the superior press and publication administrative department for review and approval in accordance with the law. Article 11 Anyone who applies to engage in copying, photocopying, printing and business card production business activities shall apply to the local district cultural administrative department. The district cultural administrative department shall make a decision within ten working days from the date of receipt of the application. Those who meet the conditions will be issued a "Shenzhen Copying, Photocopying and Printing Business License" uniformly produced by the municipal press and publication department, and reported to the municipal press and publication department for record. Article 12 Those who have obtained the "Shenzhen Printing Industry License" or the "Shenzhen Copying, Photocopying and Printing Business License" shall apply for the "Special Industry License" from the public security department. The public security department shall start from the date of receipt of the application. A decision will be made within twenty working days. Those who meet the conditions will be issued a "Special Industry License". Applicants can apply for registration with the industrial and commercial administration department and obtain a business license with the "Shenzhen Printing Industry License" or the "Shenzhen Copying, Photocopying and Printing Business License" and the "Special Industry License" before they can engage in the permitted scope of business. printing business activities within. Article 13 The "Shenzhen Printing Industry License" and the "Shenzhen Copying, Photocopying and Printing Business License" implement a system of verification every two years, and the verification period is calculated from the date of issuance of the license. Article 14 Printing enterprises designated by the municipal press and publication department to print internal information publications shall abide by the state's management regulations on the printing of internal information publications when engaging in printing business activities. Article 15 If a Class A certificate printing enterprise prints publications outside the province, it must provide an application report and an approval document issued by the press and publication administrative department of the province, autonomous region, or municipality where the printing party is located, and submit it to the municipal press and publication department for review. Article 16 Enterprises or individuals that print overseas printed matter must submit an application to the municipal press and publication department, which shall make a decision within five working days from the date of receipt of the application materials. Article 17 The printing party and the printing party that print publications shall sign a printing contract in accordance with the law.
