Article 3 Famous and high-quality cigarettes are divided into national famous and high-quality cigarettes and provincial famous and high-quality cigarettes (that is, local and regional famous and high-quality cigarettes). Chapter 2 Evaluation Conditions for Famous and High-Quality Cigarettes Article 4 To obtain the title of National Famous and High-Quality Cigarettes, the following conditions must be met:

1. The product price (referring to the price including value-added tax. The same below) and production and sales volume should meet one of the following conditions:

(1) The ex-factory price is more than 4.00 yuan/pack, and the annual production and sales volume reach 1. More than 50,000 boxes;

(2) The ex-factory price is more than 3.00 yuan/pack, and the annual production and sales volume is more than 30,000 boxes;

(3) The ex-factory price is 2.00 yuan Yuan/pack or more, and the annual production and sales volume reaches more than 50,000 boxes;

(4) The ex-factory price is more than 1.50 yuan/pack, and the annual production and sales volume reaches more than 100,000 boxes;

(5) The ex-factory price is more than 1.20 yuan/pack, and the annual production and sales volume reach more than 150,000 boxes;

2. The industrial input-output ratio of the product (ie: factory sales price ÷ total factory cost. The same below) is not less than 2.30 yuan; the actual industrial sales profit rate is not less than 8%.

3. The products sell well, and the gross profit from commercial sales (ie: commercial third-level wholesale sales price - factory allocation price. The same below) is above 0.30 yuan/pack.

4. The sales area is no less than 3 or more major regions across the country, with high market visibility and credibility, large market potential and development potential.

5. When the quality of cigarette products is reported to the provincial bureau (company) for recommendation, there are no unqualified quality problems in the market quality sampling and unified inspection for two consecutive years; or the product quality level reaches the quality level of first-class products or above (including first-class products) Require.

6. An officially registered trademark that complies with the relevant provisions of the Trademark Law and Tobacco Monopoly Law, and has a mass production and sales history of more than 3 years. Article 5 To obtain the title of provincial famous cigarettes, the following conditions must be met at the same time:

1. The product price and production and sales volume should meet one of the following conditions:

(1) The ex-factory price is more than 4.00 yuan/pack, and the annual production and sales volume are more than 10,000 boxes;

( 2) The ex-factory price is more than 3.00 yuan/pack, and the annual production and sales volume reaches more than 20,000 boxes;

(3) The ex-factory price is more than 2.00 yuan/pack, and the annual production and sales volume reach 30,000 boxes. and above;

(4) The ex-factory price is more than 1.50 yuan/pack, and the annual production and sales volume is more than 60,000 boxes;

(5) The ex-factory price is 1.10 yuan/pack or above, and the annual production and sales volume reaches more than 100,000 boxes;

2. The industrial input-output ratio of the product is not less than 2.10; the actual industrial sales profit rate is more than 5%.

3. The products sell well, and the gross profit from commercial sales is more than 0.10 yuan/pack.

4. Mainly sold within or outside the province, it has high market visibility and credibility, and has great market potential and development potential.

5. When the quality of cigarette products is reported to the provincial bureau (company) for recommendation, no serious quality problems have occurred during market quality inspections for two consecutive years.

6. An officially registered trademark that complies with the relevant provisions of the Trademark Law and Tobacco Monopoly Law, and has a production and sales history of more than two years. Article 6 Although certain cigarette brands do not fully meet the conditions stipulated in Articles 4 and 5, but are particularly outstanding in terms of market popularity, production and sales volume, total benefits, etc., they may also be recognized as national famous and high-quality cigarettes or provincial cigarettes after research. Chapter 3 Management Measures for Famous and High-Quality Cigarettes Article 7 For brands that meet the conditions of Article 4 or 5 of Chapter 2, the provincial bureau (company) shall report and recommend them to the national bureau (head office).

After review by the National Bureau (Head Office), qualified brands will be awarded the title of "National Famous and High-Quality Cigarette Brands" or "Provincial Famous and High-Quality Cigarette Brands" and announced. Article 8: Hierarchical management of famous and high-quality cigarette brands is implemented. National famous and high-quality cigarette brands are mainly managed by the national bureau (head office), with assistance from provincial bureaus (companies); provincial famous and high-quality cigarette brands are managed by provincial bureaus (companies). Article 9 National famous and high-quality cigarette brands will be included in the annual famous and high-quality cigarette production plan of the national bureau (ministry and company), and key dispatch will be implemented, and priority will be given in the distribution of raw materials and equipment, technological transformation, sales allocation, etc. Article 10 For national famous and high-quality cigarette brands, the National Bureau (head office) implements the following management system:

1. Every year, enterprises must submit the draft production arrangement plan for the next year to the Production Scheduling Department of the National Bureau before the end of October of the previous year.

2. The production progress of the brand should be reported on time and as required every month, and the completion of the issued plan should be ensured. The market price and other dynamic information of the brand should be reported regularly every quarter.

3. Enterprises must submit a written report to the National Administration's Production Scheduling Department at the end of each year on the production and operation status, market price trends, cost-effectiveness, existing problems and suggestions of the brand during the year.

4. If the enterprise requests to add the current year's production plan for the brand or has difficulty completing the assigned current year's production plan for the brand, it should submit a brief written report on the plan adjustment opinions and reasons for the brand to the Production Scheduling Department before the end of June of that year.

5. When the trademark pattern or formula change of a national famous cigarette brand exceeds 25%, it must be reported to the Production Scheduling Department of the State Administration for approval.
