Article 33 Any unit that opens a basic account in a financial institution in People's Republic of China (PRC) may apply for a unit card. You can apply for multiple business cards, and the cardholder qualification shall be designated and cancelled in writing by the legal representative of the applicant or his entrusted agent.
Every citizen with full capacity for civil conduct can apply for a personal card. Personal card holders can apply for supplementary cards for their spouses and 18-year-old relatives, and the number of supplementary cards shall not exceed two at most. The holder of the main card has the right to request the cancellation of its supplementary card.
Thirty-fourth units or individuals to apply for a credit card, should fill in the application form in accordance with the provisions, together with the relevant materials submitted to the issuing bank. For those who meet the requirements, the issuing bank will open a credit card account for the applicant and issue credit cards.
Article 35 The funds in the corporate card account shall be transferred from its basic account, and shall not be deposited in cash, and the funds and sales income from other deposit accounts shall not be deposited in the corporate card account.
The funds in the personal card account are limited to cash deposits held by individuals or transfer deposits with their wages and other legitimate income belonging to individuals. It is strictly forbidden to transfer unit funds into personal card accounts.
Article 36 Credit cards are only used by legitimate cardholders, and cardholders are not allowed to rent or lend their accounts.
Article 37 After the cardholder has paid off the overdraft principal and interest, he may cancel the account under any of the following circumstances:
(a) 45 days after the expiration of the credit card, the cardholder has not replaced the new card;
(two) 45 days after the loss of the credit card, there is no supplementary card and no new card has been replaced;
(3) The credit card was withdrawn by the issuing bank for 45 days due to its bad reputation and was included in the stop payment list;
(four) the cardholder died for some reason, and the issuing bank has recovered his credit card for 45 days;
(five) the cardholder requests the cancellation of the account or the guarantor to cancel the guarantee, and has returned all the credit cards for 45 days;
(6) The credit card account has not been traded for more than two years (inclusive);
(seven) the cardholder violates other regulations, and the issuing bank thinks that his qualification should be cancelled.
Article 38 The issuing bank shall withdraw the credit card when canceling the account. If the valid card cannot be recovered, the payment should be stopped.
When the account is closed, the balance of the company card account is transferred to basic account, and cash cannot be withdrawn.
Article 39 If a credit card is lost or stolen, the cardholder shall immediately apply to the nearest card-issuing bank or correspondent bank with his/her ID card or other valid documents, and provide relevant information in accordance with regulations to handle the loss reporting procedures.
Fortieth, if a cardholder finds his credit card after applying for loss reporting, he can apply for cancellation of loss reporting and stop payment.

Article 62 Card-issuing banks shall provide complaint handling services, establish a unified and efficient complaint handling process according to the characteristics and complexity of credit card products (services), clarify the administrative departments for complaint handling, and make public the complaint handling channels.
Article 63 The issuing bank shall provide card replacement service for credit cards when they expire, and replace cards for cardholders who meet the conditions for card replacement when they expire. Unless the cardholder proposes not to renew the card, change the card or cancel the account when it expires.
The issuing bank shall not provide card replacement service for the credit card account that the cardholder has not activated within the validity period of the credit card.
Article 64 The issuing bank shall provide credit card account cancellation service, and cancel the account for the cardholder in time after confirming that there is no outstanding amount in the credit card account. When the credit card is cancelled, the balance of the business procurement card account should be transferred back to its corresponding unit settlement account.
On the premise that the notification method is stipulated in the credit card collection contract (agreement) or written agreement, the issuing bank shall notify the cardholder of the upcoming changes in the credit card articles of association, products and services in clear, concise and easy-to-understand language more than 45 days in advance.
Article 65 The interest calculation and settlement of credit card business shall be carried out in accordance with the provisions of relevant state departments.
Article 66 A card-issuing bank shall establish a credit card collection management system, standardize credit card collection strategies, authorities, processes and methods, and effectively control business risks. The issuing bank shall not adopt a single assessment method based on the amount of arrears recovered for the collection personnel.
Article 67 The issuing bank shall promptly remind the cardholder of the overdraft amount due and the repayment date. Unless the cardholder provides false information or changes the contact information without notifying the issuing bank.
Article 68 The issuing bank shall collect money from the debtor himself and his guarantor, and shall not collect money from a third party unrelated to the debt, and shall not use improper means such as violence, coercion, intimidation or abuse to collect money. The collection process shall be recorded, and the recorded materials shall be kept for at least 2 years for future reference.
Article 69 A credit card collection letter shall fully disclose the following basic information to the cardholder: the cardholder's name and balance in arrears, the reasons for collection and relevant laws and regulations, the cardholder's relevant rights and obligations, the status of account inquiry, repayment, the way to raise objections and provide relevant evidence, the contact information of the issuing bank, the official seal of relevant business and other contents stipulated by the regulatory authorities.
After receiving the cardholder's objection to the credit card collection, the issuing bank shall promptly put forward opinions on the relevant credit card accounts and verify them.
Article 106 When conducting on-site inspection of credit card business, China Banking Regulatory Commission shall, in accordance with the relevant provisions of on-site inspection, form an inspection working group to carry out relevant business training, and invite credit card business management and technical personnel of relevant commercial banks to introduce their overall framework, operation management mode, important business operating systems and important electronic equipment management requirements.
Article 107 If a commercial bank does not meet the conditions stipulated in these Measures and starts credit card business without authorization, the China Banking Regulatory Commission and its relevant dispatched offices shall order the commercial bank to stop credit card business immediately and take relevant regulatory measures in accordance with Article 45 of the Banking Supervision Law of the People's Republic of China.
108th commercial banks operating credit card business in violation of the provisions of these measures, the China Banking Regulatory Commission and its relevant agencies shall order commercial banks to make corrections within a time limit. If a commercial bank fails to make corrections within the time limit, the China Banking Regulatory Commission and its dispatched offices shall take relevant regulatory measures in accordance with the provisions of Articles 37, 46 and 47 of the Banking Supervision Law of the People's Republic of China.
