You can't. When applying for a credit card in Hong Kong, you may need to provide some personal information, such as identification documents and work documents. Some banks may also need your phone number for authentication or SMS notification. Providing two calling cards is not a necessary condition for handling Hong Kong credit cards. If there is only one phone number, you can provide this number to the bank.
