Call the police

Prove that you have not applied for this card (the bank will provide the original documents as required by the police), and that you have not actually used it (this can be checked through the bank's statement, for example Transaction location, time, etc.)

If disputes or losses occur, you can also request (sue) the bank for compensation-------
