It seems that domestic credit cards cannot be bound.

For foreign credit cards, log in with an account on iTunes, click the small inverted triangle to the right of the account number---Account---Modify payment information---Payment method (none), and click Finish.

It must be completed using a computer. Cancel the credit card information in the account on iTunes.
