According to Article 2 of the "Notice on Comprehensive Implementation of Traffic Safety Information Cards for Motor Vehicle Drivers", starting from May 1, 2014, all persons holding Shaanxi Provincial Public Security Traffic Management Department Drivers who are issued a motor vehicle driving license must obtain and use a traffic safety information card.

Motor vehicle drivers can apply for free of charge at the service windows of vehicle management offices of public security and traffic management departments at all levels or at various business outlets of China Construction Bank in Shaanxi Province with their ID cards and driving licenses. The annual fee is waived for life. Persons applying for a motor vehicle driving license for the first time must also apply for a traffic safety information card.

With the traffic safety information card, the driver's license still needs to be carried with him, and the driver must carry both when driving on the road. According to relevant regulations, after the road traffic safety information management network is completed and put into operation, drivers should carry the traffic safety information card with them in the vehicle and use it together with their driver's license.

When investigating illegal traffic driving, traffic police should check the driver's traffic safety information card. The driver's license is a valid document legally mandated by the country. It does not mean that the information card will replace the driver's license.
