A frozen credit card is a black account.
Credit card freezing is not necessarily a black account. It's just a protective measure of the bank, or a punishment for the cardholder. Freezing credit cards does not necessarily become a black account.

Doing a black account may involve overdue repayment and is suspected of cashing out.

Black households refer to those who have bad credit records due to their failure to repay their debts in time, and are restricted in applying for credit cards or bank loans.
