Note: This situation only applies to the cardholder's criminal detention or the cardholder's deafness. If the cardholder is criminally detained by the Public Security Bureau or cannot independently provide the cardholder authorization manual for various reasons, a third party is required to provide the proof of the official seal of the Public Security Bureau or the detention permit to prove that the cardholder is detained.
