Article 49 of the Measures for the Supervision and Administration of Credit Card Business of Commercial Banks

The issuing bank shall establish the operating rules for credit card activation, and check the identity information of credit card holders before activation. A credit card whose applicant has not signed a contract (agreement) and whose identity has not been confirmed by the activation procedure shall not be activated. The new card, lost card, damaged card and expired card must be activated before the cardholder can use it.

The credit card is not activated by the cardholder, and no fees may be charged. Under special circumstances, except for the cardholder's written charge, customer service telephone recording, electronic signature and the way recognized by both the cardholder and the issuing bank, the creditor-debtor relationship formed when changing the card.

Without the activation and use of the cardholder, the credit card shall not issue any gifts or gift certificates.
