(1) Replacement of certificates
1. If the holder loses his/her certificate before leaving the country, he/she shall apply to the exit-entry administration department of the public security organ at the municipality directly under the Central Government or the prefecture (city) level where the application was originally accepted, and after verification, he/she will be allowed to renew his/her Taiwan Pass and the corresponding endorsement of Taiwan Province Province. Due to special circumstances, if the holder can't return to the original issuing place, he shall explain the reasons to the public security organ that originally accepted the application, and the exit-entry administration department of the province, autonomous region or municipality directly under the Central Government shall entrust the exit-entry administration department of the public security organ at the same level where the applicant is located to reissue the certificate and endorse it.
2. If the holder loses his/her certificate abroad, he/she may apply to the Exit-Entry Administration of the Ministry of Public Security or the Exit-Entry Administration of the public security organ that originally accepted the application through non-governmental organizations or entrust his/her mainland relatives, and submit the specific entry time, vehicle type (times) and port of entry. After verification, the Exit-Entry Administration Bureau of the Ministry of Public Security shall notify the entry-exit administration department of the public security organ where the applicant intends to enter the port to issue a valid entry-exit pass for People's Republic of China (PRC), and notify the frontier inspection organ of the proposed entry port to grant entry. After entering the country, the exit-entry administration department of the public security organ that originally accepted the application will issue a new certificate and endorsement.
3. The exit-entry administration department of the public security organ shall, at the same time, report the loss of Taiwan Pass by mainland residents to the exit-entry administration department of the Ministry of Public Security.
(2) Certificate renewal
1. In any of the following circumstances, the holder may apply for a new certificate:
(1) The validity period of the certificate is less than 6 months or the validity period of the application for endorsement exceeds the validity period of the certificate;
(2) The internal pages of the certificate are used up;
(3) The certificate is damaged.
2. To apply for a replacement or renewal certificate, the following relevant certificates shall be submitted:
(1) If the certificate is reissued, the certificate issued by the public security organ at the place where the certificate is reported lost shall be submitted;
(2) If the certificate is renewed, the original travel permit to and from Taiwan shall be submitted. If the certificate is damaged, a certificate damage statement should be submitted.
3. After accepting the application, the exit-entry administration department of the public security organ shall take back the original certificate. After verification, we will examine and approve the renewal of the Taiwan Pass and issue an endorsement to Taiwan Province Province. The recovered certificates shall be registered and destroyed, and reported to the exit-entry administration departments of the public security organs of provinces, autonomous regions and municipalities directly under the Central Government for the record.
