Guangfa’s credit card can be used without setting a password. If you don’t set a password, you just can’t withdraw money when withdrawing money from the ATM. If the bank doesn't want you to withdraw cash, it won't give you the password. However, cardholders can ask customer service to set a password. The password is also divided into consumption password and cash withdrawal password.

My Guangfa card does not have a consumption password, but it has a cash withdrawal password. So if it is stolen, the merchant is fully responsible. It has nothing to do with me.
