1. Continue to adhere to the "five unifications" distribution principle
Counties (cities, districts) will be based on the current year's "grain and two subsidies" fund scale (including the provincial allocation of the current year, a small amount of carryover from the previous year, and the local government's separate Arrangement), in accordance with the "Five Unifications" principle, the "grain two subsidies" funds for the year will be fully and promptly transferred to the hands of grain farmers.
(1) Unify the scope of subsidies. Subsidies are provided to all grain farmers throughout the county (city, district). Grain producers on state-owned farms and agricultural, animal husbandry, fishery and breeding farms are included in the scope of territorial subsidies.
(2) Unify subsidized varieties. Based on the actual situation of our province, the subsidized varieties of the province's "grain two subsidies" are rice, wheat, and corn. The specific subsidized varieties are determined by the county (city, district) people's government based on local actual conditions. In principle, the subsidized varieties should be consistent with the previous year.
(3) Unify subsidy standards. After the province breaks down the subsidy funds to counties (cities, districts), the people's governments of the counties (cities, districts) will calculate and determine the per-mu subsidy standards for direct grain subsidies and comprehensive agricultural input subsidies based on the actual grain planting area verified in the previous year.
(4) Unify the subsidy time limit. Before the time limit stipulated uniformly across the province, the "grain two subsidies" funds will be paid to farmers in one lump sum.
(5) Unify subsidy procedures. After the county (city, district) "grain subsidy" funds are decomposed and implemented to farmers, the county-level financial department will transfer the subsidy funds into the farmers' "one-book (fold) pass" through county-level financial institutions.
2. Further standardize the area, scope and objects of grain subsidies
(1) The "two grain subsidies" that year adhered to the farmer household as the unit, and the second round of land extension area of ??the farmer household as the basis , verify the actual grain planting area of ??farmers based on facts; the area of ??farmers' grain subsidies in a single season in the current year shall not exceed their second-round land extension area.

3. Further improve the working mechanism for subsidy distribution

4. Further standardize grain subsidy operating procedures
(1) Area declaration and review procedures.

3. Village-level publicity. Village-level public notices are the responsibility of the township people's governments.
Specifically, the township finance and economics office will enter the grain subsidy area data into the "Rural Subsidy Network Information System", print out the farmers' grain planting area publicity form, stamp it with the official seal of the township people's government, and the township finance and economics office will post the list in the village. 4. Strict review. The township people's government organized economic development offices, financial offices and other institutions to review basic information such as farmers' names, second-round land extension area, grain planting area, account number, and ID card number reported by each village. If the basic information of new subsidized farmers, farmers who no longer receive subsidies, and farmers who continue to receive subsidies changes, adjustments and improvements must be made in a timely manner. 5. Pay truthfully. (2) Procedures for disbursing subsidy funds.

3. Detail the responsibilities of the agency.

(2) Introduce a competition mechanism and continuously improve service quality. Counties (cities, districts) can choose 1-2 financial institutions as agents in the region based on local conditions to be responsible for paying farmers. "Food two subsidies" funds. (3) The county (city, district) financial department should sign an agency disbursement subsidy fund agreement with the agency to clarify the responsibilities and obligations of both parties.

Agencies at all levels must apply for the “one-book (fold) pass” for grain subsidies for grain-growing farmers. (3) Procedures for withdrawing subsidy funds

5. Further strengthen policy publicity and implementation supervision, and seriously investigate and deal with violations of regulations and disciplines
