Some banks will activate users' credit cards by themselves. One of my colleagues is a credit card of China Bank, which was cut after application. However, the bank sent a text message saying that she owed more than 1 yuan, which was overdue, and asked her to repay it as soon as possible. She called the bank to ask if she had not generated an annual fee and then it was overdue. She said that she didn't activate it, but it was useless to cut the card. Then the bank cancelled her overdue record.
