if the bank claims that the salesman has informed the cardholder when handling the card that the credit card is a special card, and the payment will be made even if it is not activated, then the bank must provide the proof that the cardholder authorizes the bank to deduct the fee through written or electronic signature, or provide the telephone recording of the relevant customer service center.
