A2 driver's license internship can apply for the freight qualification certificate, but not the passenger qualification certificate.

According to the Regulations on the Administration of Road Transport Practitioners

Article 9 A driver of commercial road passenger transport shall meet the following conditions:

(a) to obtain the corresponding motor vehicle driver's license 1 year or more;

Article 10 A commercial road freight transport driver shall meet the following conditions:

(a) to obtain the corresponding motor vehicle driver's license;
