The relevant person in charge of the National Development and Reform Commission answered a reporter's question on the price adjustment of refined oil;
1. Five months have passed since the domestic oil price was adjusted 1 1 last June. Why should oil prices be adjusted now?
According to the refined oil price mechanism, the domestic refined oil price adjustment mechanism will only be started when the moving average price of crude oil in the international market changes by more than 4% for 22 consecutive working days. After the adjustment of domestic refined oil prices in June165438+1October 10 last year, oil prices in the international market were relatively stable. Therefore, domestic refined oil prices have not been adjusted for several months. Since mid-February this year, affected by the global economic recovery and other factors, oil demand has risen, and oil prices in the international market have continued to rise. After March, it will basically remain above $80 per barrel. On April 6, WTI crude oil futures closed at $86.84 per barrel, reaching the highest level in nearly a year and a half. At present, the moving average price of crude oil in the international market has changed by more than 4% for 22 consecutive working days. On this basis, considering the domestic economic situation, the supply and demand situation of refined oil market and the affordability of downstream users, the state decided to increase the price of gasoline and diesel by 320 yuan per ton, and the national average retail price of No.90 gasoline and No.0 diesel increased by 0.24 yuan and 0.27 yuan per liter respectively. Generally speaking, this price adjustment not only follows the basic requirements of the pricing mechanism, but also takes into account the interests of all parties and moderately controls the price increase.
2. After the oil price adjustment, what measures will the government take to alleviate the impact on downstream industries and difficult groups?
When the comprehensive oil price reform was implemented in March 2006, the state established four supporting mechanisms, including subsidies for some difficult groups such as grain farmers and public welfare industries, with the aim of alleviating the impact of refined oil price adjustment on downstream industries and difficult groups.
After the price adjustment of refined oil, the state will continue to subsidize agriculture, fishery (including offshore fishing), forestry, urban public transport and rural road passenger transport (including inter-island and rural waterway passenger transport), and give temporary subsidies to the taxi industry in accordance with the established subsidy policy. All localities will comprehensively consider the price adjustment of refined oil, liquefied gas and other factors such as the price increase of other residents' daily necessities, and continue to do a good job in basic living security for urban and rural low-income groups and other difficult groups.
At the same time, in order to control the chain reaction of price adjustment, the standard prices of urban public transport, rural road passenger transport (including inter-island and rural waterway passenger transport), railway passenger and freight transport and civil aviation fuel surcharge will not be raised after the price adjustment of refined oil. The impact of refined oil price adjustment on the taxi industry will be transmitted by increasing subsidies, appropriately adjusting taxi fares or charging fuel surcharges. The price of highway passenger transport is allowed to be relaxed appropriately, but it must be strictly controlled. Enterprises should digest some of the cost increase factors brought about by the price increase of refined oil themselves to prevent unreasonable price increases.
